The Efren Martires Command of the New People's Army in Eastern Visayas hailed today the NPA's successful tactical offensive against the Philippine National Police within the provincial capital of Catarman, Northern Samar on the morning of August 21. "Initial reports state that the NPA punished village councilor Rolando de Guia for espionage in Brgy. Imelda, Catarman, about a kilometer from the town proper," said Ka Karlos Manuel, EMC spokesperson. "Expected enemy reinforcements were then ambushed by the people's army, who used command-detonated explosives (which are manually set off) to disable their vehicle. At least eight police elements were killed in action, including Sr. Insp. Nicasio San Antonio, Catarman deputy police chief. The NPA also confiscated at least seven pistols and four M16 rifles."

Manuel belied the claims by Sr. Supt. Vicente Loot, PNP deputy regional director for operations, that the policemen were not on combat operations and that the NPA captured and then executed them. "Regular forces of the police and military are clearly legitimate targets for NPA tactical offensives. As can also be seen from the weapons taken from them, the policemen were heavily-armed and battle-ready and were accordingly killed in action. Moreover, the NPA always gives enemy combatants the chance to surrender if they could no longer fight. The NPA abides by international humanitarian law in respecting the rights of captured enemy combatants as well the hors d' combat. Wounded enemy personnel are also taken care of by NPA medics. The PNP seems to be covering up its embarrassment because the NPA could carry out a tactical offensive within the provincial capital and close to the town proper at that."

The NPA-EV said that the Catarman tactical offensive and more to come are the NPA's answer to the Aquino regime's extension of Oplan Bantay Laya. "The people are suffering from economic hardships, but the Aquino regime remains indifferent to the peace talks that should be discussing socio-economic reforms. Instead, the Aquino regime is extending Oplan Bantay Laya, which has been widely condemned for political killings and other attacks on innocent civilians. Thus the NPA is defending the people and delivering the message to the Aquino regime that Oplan Bantay Laya and any other plan of fascist state terrorism will be defeated. The NPA will be launching even more tactical offensives in fighting to strategically raise the level of the people's war in the next five years."

There has been over 40 years of fighting between the CPP armed wing and the current admin in power. In that same time period the only thing both sides have to show for it is DEAD bodies. There are no winners! There never will be any winners! The only thing there will be is MORE DEAD BODIES! When is everyone going to wake up and realize that the only thing the CPP wants is total surrender of the entire country and they will settle for nothing less. When 0.07 percent of the Philippine populous is demanding surrender of the other 99.93 percent of the populous it just is NOT going to happen.

To the sympathizers on both sides of this issue all I can say is everyone should stop and think about the future of their families and the country. Then wise up and figure out a way to make things right SOON! This killing for the sake of your the current regime or your the CPP, NPA, NDF is ludicrous and must stop. The well being and future of all concerned will be much better off without this ill advised conflict.

Condom-promotion programs encourage promiscuity, thereby actually increasing STD transmission.

Health issues

Dry dusting powders are applied to latex condoms before packaging to prevent the condom from sticking to itself when rolled up. Previously, talc was used by most manufacturers, but cornstarch is currently the most popular dusting powder. Talc is known to be toxic if it enters the abdominal cavity (i.e. via the vagina). Cornstarch is generally believed to be safe, however some researchers have raised concerns over its use. Nitrosamines, which are potentially carcinogenic in humans, are believed to be present in a substance used to improve elasticity in latex condoms. A 2001 review stated that humans regularly receive 1,000 to 10,000 times greater nitrosamine exposure from food and tobacco than from condom use and concluded that the risk of cancer from condom use is very low. However, a 2004 study in Germany detected nitrosamines in 29 out of 32 condom brands tested, and concluded that exposure from condoms might exceed the exposure from food by 1.5- to 3-fold.

Enviromental Impact

Condoms cause negative social effects. Some researchers have expressed concern over certain ingredients sometimes added to condoms, notably talc and nitrosamines. In addition, the large-scale use of disposable condoms has resulted in concerns over their environmental impact. Flushing them down the toilet may cause plumbing blockages and other problems. While biodegradable, latex condoms damage the environment when disposed of improperly. According to the Ocean Conservancy, condoms, along with certain other types of trash, cover the coral reefs and smother sea grass and other bottom dwellers. The United States Environmental Protection Agency also has expressed concerns that many animals might mistake the litter for food. Condoms made of polyurethane, a plastic material, do not break down at all. The plastic and foil wrappers condoms are packaged in are also not biodegradable. Frequent condom or wrapper disposal in public areas such as a parks have been seen as a persistent litter problem

"RICE OFFENDERS": President Aquino can, and therefore must, immediately order the arrest of all persons (I call them "rice offenders") responsible for the hoarding of millions and millions of cavans of rice which, instead of having been used to feed hungry Filipinos, were left rotting in various warehouses of the National Food Authority (NFA) nationwide.

There is legal basis for this arrest order by the President at this point since, up to this time, there is a crime being committed by those who were responsible for such hoarding and rotting of the prime staple, even if they are no longer connected with the NFA or the government or even if they are private persons.

ROTTING RICE EVIDENCE OF PLUNDER AND CORRUPTION: At the very least, with those rice continuing to rot and Filipinos unable to eat them, there is a continuing violation of Section 3 (e) of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, which penalizes anyone from the government who causes undue damage or injury to anyone, including the general public. But then, since these rotting staple are worth millions and millions of pesos, plunder was also possibly committed here.

I guess that if the arrest orders are finally issued by the President, he would be sustained not only by the poor and the destitute who were deprived of the commodity, but even by the courts, who can interpret the arrest orders as an exercise of the State's police power.

Taga este ako and immigrated to the USA in 1973. I was fortunate to land a job with the State of California, Administrative Office of the Courts here in San Francisco. Retired in Nov 2006. Since then, I've been surfing the web and came across Samarnews.com, which I enjoy very much ngan nakaka huwas hiton hidlaw, labi iton mga kanta winaraynon on "My Music Room". To Mr. Ray P. I chanced upon a charming newbie Filipina Actress in one of the press functions in Manila. She has recently starred in a Hollywood film in Hong Kong and I am proud to say that she is from Samar as well! The name of the beautiful and talented Samarena is Chanel Latorre. Could she be the estranged daughter of Villareal Mayor, Boy Latorre?

We are blaming everybody except ourselves, hiton aton kakuri-an. Kay ano nga dire kita maka elect hin maupay, tangkod ngan maduroto nga government officials - because of vote buying!Ayaw kita pag bulagbulagan kay matu-ud man ito. Majority of the voters just wait for another election in 3 years para kumita from the politicians. Imagine if there are 5 voters in the family at P1,500/voter, total income (no sweat) P7,500.00. Kaya kadam-an ha aton, sad to say - mga hub-ya, tamad, inutil, nag huhulat la hin dole out, kay ikinaka awod naton it pag uma. Mas sikat daw hira kon ha municipio o kapitolyo magtrabaho. Na dire nga maglagay it ira kamot.

Look around you, bisan la pag tanom hin sangkap pinoy, tulad hit dulaw, tanglad, luya, malunggay,libas etc. pag nagamit na kita, ma-aro ha kapitbahay. JICA has constructed irrigation canals in San JOrge, nga waray ngani kagamit, kay waray support han Provincial Government. Sayang, the multi million peso infrastructure project was just wasted.

Sayang we have so many TALENTED SAMARENOS, but we are only known for 'ONE DAY MILLIONAIRE', and 'WHAT ARE WE IN POWER FOR'!
