An Honest Advice to Capt. Basilio Balasbas!

To be honest with you Capt. Balasbas, I think that you can't mount a succesful province-wide campaign. Count this as an honest critique from somebody who admires your intent to bring change in Samar. 2010 elections has already started in June of 2007. Name recall as one pundit has opined is critical as well as funds to mobilize your campaign. You can't simply go out there and start lambasting Mila and her cohorts and expect people to gravitate on your side. People would wonder where on the earth you've come from. "Why only now?" would be their nagging question. "Where were you when the fight to remove Mila started?" would be another one. To say the least, temper your calculation of risk with realpolitik.

Your "plataforma han pangobyernohan" while commendable is still bereft with the real driving force for change – people power. You may have the best of qualifications to be governor but you must have the power of the people to back you up. Mila and Redaja do not have sterling academic qualifications but they have cash to dangle so they have the attention of the people. The only major thing that would grab the attention of the people is when they see a genuine leader who can articulate with clarity the issues that are close to the heart of the people of Samar. Right now, money is still the deciding factor who wins the vote in Samar. A total paradigm shift could only happen when they see a true candidate who can inspire them to do the unthinkable – choosing a candidate who will not pay them anything for their vote but willing to make the necessary changes to uplift the sorry state of Samar.

2010 needs an extra-ordinary candidate who could usher in the long awaited reforms people have dreamed about. Just like in the Lords of the Ring, it may require a Master Frodo to be the ringbearer. Do we have a Frodo in our midst right now?

On the side, let me echo what Samarnon from Canada has advised you. Run instead for mayor of Catbalogan and see how you fare there. Catbalogan is smaller in scope but a good window of opportunity for you to shine. As mentioned in my previous articles, Mila and Tekwa may be wrestling the mayorship plus of course the possible participation of Van Torrevillas who is in his last term as vice mayor. You can make a pitch of saying karawata an ira kuwarta pero ibutang ha balota an ngaran ni Basilio Balasbas ka mayor. Even in Catbalogan, the fight to control it has already been decided as barangay captains have started to align with whomever has paid the highest amount. I would bet that Tekwa will have the upper hand in this fight since he is the incumbent but "who knows the aparador?" You might be able to package a message to the Catbaloganon that they would rally behind.

The barangay elections are still far and I may add that you will have a golden opportunity to start cultivating your political niche by first going back to Guinsorongan and start living there. Observe the dynamics of the Guinsorongan politics, organize some community development programs, create doable projects that would have some major impact on the lives of the people of Guinsorongan, and then maybe assess the possibility of you running for barangay chairman. Then, once you win the Guinsorongan elections, you could be the ABC president both of the municipal and provincial level. With those political experience, you can now gun for the higher offices.

I am in no way trying to belittle Capt. Balasbas' qualifications and this suggestion of mine is merely an honest assessment of the realpolitik in Samar.

If you think that this assessment of mine is wrong then it is up all to you. I thank you for your bold spirit and courage to jump into the political frying pan.

Honestly, if we use guns to defeat the guns of the enemy, we will not win. If we use gold to defeat the gold of the enemy, we will not succeed. If we use goons to defeat the goons of the enemy, we will not be triumphant. We need a new way of inspiring people to vote for change. A candidate who is for change can loudly and clearly say "I am change vote for me!" We can't win if we play their game, we might win some battles but lose the war. If we want change, then let's have somebody that embodies change. To be frank and blunt about it, Mano Basilio Balasbas is not the centerfold model for change in Samar right now.

I am a Leytenyo with blood and relatives from Samar, Samar is like my home as I can go to Samar at my will and go home to Leyte to sleep. Samar is like a front yard where I can play. May-ada ako saad nga kun matuman inin aton mga kadidatos, hi Pater Labendia, hi Captain Balasbas, ug iba pa nga mga batan-on kapareho naton, an akon saad nga kon diri pa ini maporma yana dayon, ako it mamumuno mag organizar hin “Leyte-Samar Boxing Association (LSBA)” nga susudlan hin mga “local boxing clubs” tikang ha northern Samar hangtod ngadto ha Maasin, Leyte.

This will be a tax revenue maker for both Samar and Leyte as the boxing fights will be alternately held in Catbalogan, Tacloban, Calbayog, Ormoc, Catbalogan, Maasin. Tax revenues will come from 1 peso for every ticket sold, 1 percent tax for every payment to fighters, 10 percent tax for net profit by the boxing association and 10 percent tax for every bet winner. Television commercials will also be tax for 5 percent. All the cities mentioned would not only gain from taxes but also they can tax sidewalk vendors selling everything from eggs, peanuts, T-shirts, and many more including local hotels or private houses to fill hotel overflows. There will be a surge in economic activities for every fight.

By that time in 2011, we need a good road to travel to Calbayog as more boxing fans will travel via, motorcycles, cars, and buses to Calbayog. There is no problem going to Ormoc or Maasin Leyte. My hope and goal is that I can make this a national broadcast event where we can increase our revenues by 100 folds. I will be happy if we can create enough talented boxers which we can invite boxers from Manny Paquiao’s country in General Santos City, Mindanao.

Gov. Evardone, 3 bishops urge DPWH to act on road rehab in E. Samar

If true that Cong. Teodulo Coquilla is the one blocking the road projects of Eastern Samar, then most of us is right that whoever get the seat of the governor or congressman or whatever position in the government, the tendency would always be to turn around and become a corrupt official in the end. Is this how our Philippine political arena had turned out to be? From an angel to a devil? Are we a hopeless society?

May this be an eye opener to those who are promising a bed of roses to the poor upon proclaiming their intention to run for public office. There must be a strong current of corruption up there that the so called good people are becoming not good any more. But of course, investing millions on electoral candidacy is not for free. One day, the 'bawion mo kami' should be expected and maybe that day had come to our dearest Doloy.

So folks, be careful on whom you endorse for public office. A priest, a lawyer, an engineer or whoever they are. Just keep in mind that they are all corrupt and pick the one who will be less corrupt in the end.

An akon la, at this point in time, you (or we) need someone in your (or our) line up that has already a "NAME" with a good reputation to carry you and the rest of the group. Maaram kita hiton sinesering ha marketing language nga "NAME RECALL" nga madali ka mahihinumduman han mga tawo basi ka maging "BUZZ WORD" ha ira panhuna-huna. Ini nga "NAME", could be a person or an organization. In the case of my proposed line-up, it is the person of Mr. Noel Labendia. Just in case Mr. Labendia will not oblige himself to our request, you and Tonyboy should affiliate (if not organize a new and independent party) with a well known organization who will endorse your candidacies.

I am surprised that no readers have dissected and analyzed Basillio Balasbas 9-point issues for his campaign. Here are my comments:

1. The creation of jobs through Eco tourism. Restoration of Maqueda bay and adjacent channel by installing effective coral reefs all throughout the Samar Seas subsequently stopping trolls along the shallow waters and dynamite fishing. To make this effective every barangay will be provided with a pump boat and a PNP contingent with a barangay police to patrol the strait. First offenders will be docketed but illegal fishing materials will be confiscated. 2nd offenders will be charged in court. Immediate stop of all illegal logging at all cost.

– How can you install and pay an effective coral reef? The cheapest artificial coral reef is by blowing up and sinking old ship, but where can you get old ships? Those trees that grow in the water by the shorelines know as mangroves serve the same purpose coral reefs. The fish eggs are hatched on the mangroves and the mangroves protect the small fish from being eaten by bigger fish, thus making millions of fish available for the people. Instead of dreaming for expensive coral reef, Samarnons should plant and protect mangroves and nipa along the shorelines. While dynamite fishing is under our control, it is only a behavioral adjustment by constant public awareness from grade school to college and by constant 0public announcement by every leader from barangay captain through the governor. Basilio Balasbas can become a leader for this issue as no one in Samar today has addressed this very simple but big problem.

2. The construction of new buildings, classrooms, provision of desks and chairs and books for students and scholarships to poor families.

– Let us dream only if we are sure we know where to get the funding. This proposal requires billions of pesos. Where can we get this money?

3. The balancing of the budget.

– Instead of balancing the budget, Let us start first by increasing our tax revenues so we can have enough budget. Tax the rich. Tax the luxury items. Any Samarnon resident who owns a 4 wheel vehicle should be taxed as they are using the Samar roadways. Tax the cigarettes. Tax the alcohol. Tax the bar and disco bars higher as only people with money come to these places. There are many ways we can increase our revenues. Put public parking at the beach fronts and tax every vehicle that park there. Also tax the parking business. All these tax ventures alone will give Samar over 100 million pesos per year minimum.

4. Construction and maintenance of farm to market roads including the repair of the existing roads from Tacloban to Catbalogan and from Calbayog to Catbalogan.

– This proposal is in line with GMA plans and policy. You can be sure you can get funding for this proposal. You will need some politicking by creating a deadly accident on the bad roads and then make it a big deal in the media and then blame the DPHW and GMA for the death because of the bad road.

5. The provision of electricity and water supply to barangays.

– This can be done though private corporate initiative. But at least half of Samarnons must be able to pay for these services. You need to create jobs for the people.

6. Eradicating of ghost employees and the 15 and 30 employees who only reports to their respective departments every 15th and 30th of the month to get their salaries.

– I actually have seen how this scam can be corrected. Basilio Balasbas can reorganize the department and assigning different supervisors and changing department responsibilities. Ghost and lazy employees come out in the open after the reorganizing the department. This is an easy issue because it is a local issue which only requires local control.

7. The development of stagnant government lands/properties into agricultural lands for our farmers and other entrepreneurial undertaking thereby generating more income to the province.

– First, all the lands in Samar need to surveyed and documented in the Office of Deeds. After the survey, all parcels of lands must be taxed. Thereafter, when the land is sold, bought, lease or any transaction, the local government will tax for every transaction. Because this is real state property, taxes are in the millions of pesos every year.

8. The automation of the entire capitol building to check automatically the erarnings of all generating departments that can be accessed by everyone including the result of all biddings to make it transparent.

– This is possible as computers have become cheaper.

9. Coordination with the local AFP (Army) and the PNP contingent with respect to the peace and order situation in the province on a weekly basis. Creation of a task force that will include the Philippine Drug Enforcement Agency, the PNP.

– Basilio Balasbas can make this issue a very low priority if he can negotiate with the NPA and CPP elements. Imagine if the NPA can work side by side for Samarnon progress, then the NPA can become another force forward instead of backward. The NPA can even become a very effective guard against drug dealers and drug users, not to mention guarding and helping tourists by the beach fronts.

1. We need change to weed out corrupt politicians. CHANGE will not come in a silver platter. We have to do it real hard. We have to mount an aggressive campaign with the aid of student volunteers from all schools in the locality. We will have to coordinate with the schools student leaders and present our agenda with the end in view of changing the political landscape of the entire province. We will have to conduct seminars to all these volunteers on how to convince the elders not to sell their votes for instant cash, noddles and other programs that will ultimately obtain their votes. We will emphasize that selling their votes will mean the substantial reduction of the coffers of the government because whatever these corrupt politicians spend they will recoup the expenses 100 folds. Result? Bad Roads, Hospitals in misery, schools without text books, chairs and even classrooms will be without electricity, total result? a miserable province and the poorest of the poor will continue to wallow in poverty year end and year out and their will be no END to this kind of political landscape in our province.

2. We need upright employees who will tow the line towards the attainment of our goals in getting the needed CHANGE that we want. We want them to work productively and get out of their offices because the job is out in the field and not in the confines of their air conditioned rooms. Constant and effective supervision of this undertaking will propel the province to a greater heights thereby accomplishing the real change that we want in the province.

3. Do a Barack Obama kind of campaign strategy to reach the remote areas, since there are no computers in the far flung places using cellphones will do. Volunteers will really play an important role in reaching the unreachable areas to propagate the change of government that we want to effect in the province in the pursuit of CHANGE. Since volunteers are already in the area when the campaign starts 100% attendance will be assured.

4. Assist in the registration of the new student voters and guide as well those who are new transferees in the area and new voters who are not students, in the process explain to them our objective of changing the political system in the entire province emphasizing the CHANGE that we need.

5. Lets start filling up the campaign kitty so that we can start the ball rolling. Let us not allow this move to fail because we have what it takes to effect the necessary change that we want for the province. Let us be positive about it.
