(A Pastoral Letter of the Bishop of Borongan on the May 10, 2010
Elections)
Beloved People of God:
Greetings of peace and
justice in the Risen Lord!
The country is about to
hold its first automated elections. The prospect of a less
dishonest, less antiquated, and less prolonged process inspires hope
in many. But as we begin to count the possible blessings we must not
forget the continuing challenges we face. First, there is still the
politics of patronage ruling our land with unmitigated vigor. With
it are the evils of greed, corruption and the reign of political
dynasties that maintain themselves by rampant vote-buying and
influence-peddling. Second, in both our national and local
situations we see the specter of environmental destruction. Mining
and logging, both legal and illegal, as well as illegal forms of
fishing and gambling continue to damage our land and our character
with little or no regard for existing laws. Recent flooding and the
El Niño drought have made us see the ravages of climate change first
hand. Third, side by side with all these stands our experience of
moral bankruptcy. We regard our social interactions in terms of
money (materialism), what benefits they bring us or our families and
small groups (utilitarianism) and temporary regulations instead of
permanent principles (relativism). Fourth, the demoralizing massive
poverty among our people is largely unresolved, resulting in
continuing migrations to other lands.
The Church has always
regarded these realities with deep concern. She points everyone
toward the Lord Jesus’ call to conversion from our sinful forms of
doing politics, earning a living and social interactions that ignore
moral principles. Jesus says: “The kingdom of heaven is at hand.
Repent and believe in the Good News.” (Mk 1:15). Clearly the Lord is
telling us not only that his kingdom is already in our midst but
also that our sins prevent it from making itself felt. The kingdom
is here but we need to enter it renouncing sin, both personal and
social. Even in the Old Testament the Lord already urges us: “You
shall keep away from anything dishonest…Never take a bribe, for a
bribe blinds even the most clear-sighted and twists the words even
of the just” (Ex 23:7-8).
Hope is the fruit of the
resurrection of Jesus. Because he rose from the dead, we too can
rise from the sinful conditions in our politics, environment and
economics. Hope commands us to commit ourselves to the following
acts inspired by the Lord’s resurrection: 1) Let us stop the evil of
political patronage; 2) Let us protect our environment in Eastern
Samar by saying NO to mining, logging and illegal fishing and BY NOT
VOTING into office any candidate or politician who tolerates these
evils in our island; 3) Let us NOT SELL OUR VOTES to candidates; 4)
Let us NOT VOTE for candidates who give MONEY in exchange for our
VOTES; 5) Let us NOT VOTE for candidates who favor the Reproductive
Health Bill and other bills that disregard morality; 6) Let us VOTE
for candidates who fear God and can truly make a difference in
administering our politics, economics and environment according to
moral principles.
May Our Lady of the
Nativity intercede for the true rebirth of our nation.

In A Lice’s Life:
Random Notions On Elections and Noynoy.
Unlike a single tlalabong
(heron), a million lice (kuto) will never be able to solve a very
simple problem on whether they are riding/feasting on a carabao or
on a cow during their lifetime or even within a million generations
simply because they don’t and can’t get the “whole picture”. On a
similar note, we cannot solve a problem unless we trace what caused
the problem from a bigger perspective. Having said that, I think the
main reason the Philippines is not moving forward is definitely
because we embraced and still embracing the policy of preserving the
status quo that has been in place since the Spanish era- the
exploitation of poor or workers by greedy few rich individuals
giving rise to an anomalous situation where the 10% percent of the
population virtually controls or dictates the life and destiny of
the 90%.
Workers are the backbone
of the nation as it’s their output that determines a nation’s
GDP/GNP but we still don’t give a damn to our vertebrate so to speak
and that’s the reason why we cannot stand erect and walk straight.
We still give our workers the lowest possible or “slave wage” such
that they have no purchasing powers which could possibly spur
commercial activities because they are consumers too.
One of the greatest
fallacies perpetrated by the alleged sages of the 18th century that
they wanted us to swallow was the alleged abolition of slavery. The
truth is that they only changed the semantics from “slaves” to
“employees” and “slave owners” to “employers”. Construing strictly,
the slaves of olds are luckier than today’s alleged “free men”
because they dont worry about food, shelter, clothing and health
issues because they are provided free by their masters in exchange
for their long hours of work and limited freedom. The so called
“salary” that employers presently give their workers is not really a
salary but only an amount given by the owners of the present-day
slaves to defray part of the expenses that the slave-owner should
have spent had the slave stayed in his household as before. Today’s
average Filipino worker still work long ours, no freedom of movement
because of financial constraints and cannot even afford or provide
the above basic needs even if he works 24/7. If he’s not a slave
What is he?
Ironically, China (a
communist country) is now an emerging economic giant and the main
reason is because they reversed the policy of giving slave wages to
their workers to living wage. As a result, the Chinese workers now
comprise the bulk of the middle class who unlike before, can now
afford to buy things they considered before as luxuries spurring the
economy in the process even without exports. Just imagine about half
billion people buying cars, televisions, refrigerators, computers,
cameras and a host of other consumer goods? It will not happen in
the Philippines because our tendency is as much as possible is to
“sakal” the necks of our workers. As a result, our workers are
emaciated, lonely, hopeless and helpless which also affect their
productivity. Look at ShoeMart for example: it has more or less two
hundred thousand workers but according to labor statistics only
about 2000+ belong to a union and the rest are temps begging or
giving “favors of many kinds” to their supervisors every six months
that his/her contract renewed. No wonder, the temp agency owner is
now also one of the Forbe’s list of world millionaires. This is a
clear circumvention of the labor laws but in the Philippines if you
are rich, you are the law because the rich-saturated/controlled
congress does not want to do an act adverse to themselves or to
their rich “patrons”. Giving slave wage also present a double
jackpot for the rich as many workers will be motivated to work
abroad remitting back to the Philippines more or less $14-15 billion
annually, an amount which ultimately go to their pockets. And why it
is that Pacquiao and Revillame are the two top individual taxpayers?
Where are the other super millionaires and the Filipinos Forbes’
World Richest listers? Why they are not on top?
That’s why I honestly
believe that empowering the poor through giving the workers decent
wages is one of the effective ways to improve the worker’s life and
the country. But we cannot achieve it if we continue preserving the
status quo mentioned above by electing the rich and the corrupts
over and over again to the legislature or to executive positions.
Let’s not be fooled by the notion that the rich runs for elective
office to in order “to serve the poor”. It’s to protect their
interest, stupid! Therefore, the upcoming national election is an
excellent opportunity for us to start a new beginning, a movement
within ourselves that will usher us towards a new era by empowering
the weak by electing people from our ranks especially if the
automated election pushes through. And, rather than ‘waiting for
something” before voting let’s reverse it also by giving something
to our candidates just like in the U.S.
To “please the masses”
that helped Cory catapults into power, the 1987 Constitution (a.k.a.
Cory Constitution) contained a provision that empowers the people to
directly pass laws under certain conditions and specific guidelines
via People’s Initiative Legislation. But unfortunately or on
purpose, it turned out the masses was unwittingly duped because the
framers of that constitution worded it in such a way that it is not
self-executing and needs an enabling law that will implement it.
From my understanding is that, to date, the bill that suppose to
give life to that provision has not passed muster and gathering dust
in Congress. Why? Because they dont’ want it passed for the simple
reason that it could be used against the rich!!!
Hence, the only way we
could attain a balance of power or even wrest control in congress
and pass pro-poor initiatives/legislations and that enabling law is
by electing people coming from the ranks of the poor. To me, it does
not matter whether the person finished a certain course of study as
long as she/he has the integrity and the commitment to serve and
further the cause of the poor and above all- the guts to resist
“temptations”. Remember, this is not a herculean nor an impossible
task because we can achieve this without spending a dime. In fact,
all we have to do is cast our vote and be vigilant that it was
counted properly. Then, when everything is already in place, the
establishment of “Demo-Capitalism” (this is not the same thing you
may know about and will explain this later).
I have no beef or qualms
against Noynoy because he is I think is a nice person. However, he
is from the elites and from the results of the raw surveys, the
Makati Business Club (MBC or the employers’ club which is supporting
Noynoy) is already salivating with the prospect of having on their
side another “President Aquino” again. According to grapevines, they
already placed a “made-to-order” for the best string available in
the market to make sure it will not snap while they are pulling it.
To those who do not know
what is Makati Business Club here's a kicker: This is an association
of mostly blue chips corporations or employers in the Philippines
which always oppose any pro-labor initiatives or legislatons like
salary increases at all means necessary in the name of making more
profit. It is represented by the Employers Confederation of the
Philippines (ECP) in many government agencies such as SSS, Employees
Compensation Commission, Wage Boards, POEA, etc. and being
"consulted" by Congress for comments on any pending bills affecting
workers and needless to say their "recommendations" carry much
weight in Congress. Yours truly happened to sit in many meetings
before where their representative is included and I can say that
their mindset is always to block any pro-workers initiatives.
A Noynoy win means a
“preservation of the status quo” again and we will remain stucked in
the mud unable to move an inch. That’s why I’ll vote any candidate
but Noynoy. AMEN.
