Before anything else, allow me to extend my heartfelt and sincerest gratitude for all the support you extended to the administration. Without them, we could have done nothing. Your audible comments on some pressing issues, concerns, and problems that affected many of our constituents, your nice words of praise about what we were already doing, enabled us to be aware of our limited time, power, and resources to come up with solutions even if just to temporarily remedy, to mitigate the effect of the problem, if eradicating it all together was not possible within the short period of time we were given. When I took the responsibility as Acting Governor of this province, I have stressed one thing: RESPECT. Ini nga respeto para ha akon, diri man gud kinahanglan ipakita ha usa nga seremonyas. On the Delivery of Health Services: We have six (6) hospitals in the whole province; Samar Provincial Hospital, Calbayog District Hospital, Gandara District Hospital, Tarangnan Municipal Hospital, Basey District Hospital, and Almagro Community Hospital. Of these six hospitals, three did not have the license to operate because of so many deficiencies in their requirements. These are Gandara, Tarangnan and Almagro. Equipment/Instrument Drugs and medicines, generators, wheelchairs, section apparatus, blood pressure apparatus, and other medial gadgets. 4. Physical Plant Water connections, waste disposal system, safe rooms and doors (worn-out doors and leaking roofs), toilet facilities, clean area, fire safety, exhaust fan, and other secondary needs. Two of the hospitals have a level one category or categorized as a primary health care level. This means that they can only do consultation work. Diri hira pwede mag-admit hin pasyente. These are the Basey District Hospital and Calbayog District Hospital. Poor Calbayog, they were before a Sentrong Sigla awardee of the Department of Health. They have good facilities. Their physical set-up is very good, attractive and far from the traffic noise. They later failed in the four area category for reasons nobody can properly guess. Samar Provincial Hospital is a level two hospital. This means they can admit patients but can not do major operations. The physical plant conditions have been improved. A new and additional 4,000-liter overhead water tank was installed. Leaking comfort rooms were repaired. Mattresses, beddings and pillows had been acquired. Side tables were provided. Perimeter fence and lighting is now a better sight. The supply room was rehabilitated and improved and now servers its purpose. Additional space for the out-patient department was provided through the rehabilitation and repair of the previous cottage of the chief nurse. On service capability, personnel, equipment, drugs and medicine supply all these have been addressed for the Samar Provincial Hospital. For Calbayog and Gandara District Hospitals: physical plants were improved. Walls repainted, floorings cleaned, water supply problems were solved, beds were repaired, electrical connections rehabilitated. Physicians for Calbayog has been augmented with three newly hired doctors on contractual basis. For Basey and Tarangnan, repairs will be done later. We have ran out of time. There was a kick-off and reopening of health services through the hospital assistance project for the constituents in Calbayog, Basey and Gandara. For Calbayog, last February 4; Gandara, February 5; and Basey, today-February 6. The activity was a success. For Calbayog, consultation and treatments were conducted to more than 300 patients; in Gandara, over 600 patients were treated; and now, the team is still in Basey, despite the weather, attending to an estimated patients of 300 as of lunchtime today. After the kick-off, patients have visited the Calbayog and Gandara hospitals at least for consultation. The operation of these hospitals before were no longer noticeable. Just one or two patients would visit the hospital. Their operations were almost closed. Now, hopefully, they would be serving again the constituents with their health needs. And just this morning, I have been informed and I an very happy to inform you, that Calbayog District Hospital was already issued by the Department of Heath its license to fully operate effective today the only hospital in the entire province to obtain its license so far. On Agriculture: For the first time in many years, we were able to give our farmers throughout the province, in 24 municipalities and two (2) cities, certified palay seeds. These were delivered to the different municipalities for free. Stocks came from the regional office of the department of agriculture, through the GMA rice sufficiency program of president Gloria Macapagal-Arroyo. Our main participation was on the transport expense and hauling of these commodities. All in all we were able to distribute 8,222 cavans or 411,100 kg of palay seeds. 2,000 sacks came from the port of Batangas and were transported to our province at our expense because Eastern Visayas ran out of supply. We also have 300 cavans of white and yellow corn seeds ready for pick-up anytime at the DA-R8. These corn seeds are also to be given for free to our corn farmers. We have also conducted seminars to selected farmers and farm organizations, stakeholders, and agricultural people so that all together they can improve our harvest yield and make our province sufficient in rice in the days ahead. On Vegetable Production: A lot of vegetable seeds eggplant, pechay, kangkong, patola, okra, upo, and some others, were also distributed to our interested vegetable growers. On Fisheries: About one (1) million tilapia fingerlings have been dispersed to the big rivers like Golden River, Calbiga River, San Jorge and Gandara Rivers, and also to some small lakes in Jiabong and Paranas also. Still for pick-up and delivery for our inland fisherfolks are about 500 thousand more of these fingerlings. On Farm Implements: Seventeen (17) units of hand tractors with carriers were recently distributed to various chairmen of our municipal agriculture and fishery councils from selected rice producing municipalities. They were given the responsibility to supervise the proper use, handling and scheduling of these farm implement. They were also promised with flat bad driers, a very necessary post-harvest facility that could solve the recurring problem of palay quality deterioration during inclement weather. On the Creation of Special Bodies: During my short term, I have issued the following Executive Orders: a) No. 01, S. 2008: Reorganizing the Provincial Peace and Order Council (PPOC), updating the membership of the service committees, delineating their perspective functions and for other purposes. b) No. 02, S. 2008: Establishing and creating the Provincial Inter-agency Committee Against Trafficking (IACAT) and the Migrant Advisory Information Network (MAIN) desk, their respective membership, functions and for other purposes. c) No. 03, S. 2008: Creation of the Provincial Small and Medium Enterprise Development Council. d) No. 01, S. 2009: Reorganizing the Provincial Peace and Order Council (PPOC), composition of its members and their respective functions. e) No. 01-A, S. 2009: Amending Executive Order No. 1, Series of 2009. Further reorganizing the Provincial Peace and Order Council with its additional members (per Presidential Executive Order No. 773) For information of everyone, the Provincial Disaster Coordinating Council, in its last meeting during my term as acting governor, has approved this years provincial disaster preparedness plan. This will be indorsed to the Sangguniang Panlalawigan for its adoption to the Provincial Development Plan for its inclusion in this years budget. Others: Some of our government structures within the capitol area were repaired and repainted the NBI building, the Government Offices building, and the Comelec building. Front of the Samar Provincial Gymnasium was concreted, its floorings were repaired and cleaned, its back stage leaking roof was replaced, and the overflowing drainage and comfort rooms were also repaired. At the back of the Capitol building a space was provide with box planters. The drainage system was also improved. There is now a better and wider parking space available. If you have noticed, there are no more ambulant vendors selling liquor around the park especially at night. We have positively responded to the clamor of the barangay council whose jurisdiction is in that area, to help them clean the park. The implementation of the clean-up order I made was within the bounds of law. This was also to address the complaints affecting the health and sanitation of the area since we have government offices nearby and promenading public and health conscious people using the park for various athletic and leisure activities. For quite sometime, it was only last year, 2008, that the provincial government employees got a P12,000.00 Christmas bonus. Concluding statement: There are a lot of responsibilities that the provincial government should consciously and seriously attend to. The Local Chief Executive can not do all these responsibilities without the cooperation and commitment of every department. There is also a lot of listening that we need to do from the clamor of the constituents, for only when we listen to their needs can we act accordingly and deliver the kind of service that our people deserves. For in the end, we are answerable to the people who have put their trust in us as government and public servants. If I may quote a famous saying: Let us ask not what the government can do for us, but rather, let us ask ourselves, what we can do for the government. a government that is of the people, by the people, and for the people. My friends and fellow government and public servants, I owe my achievement in this 90-day term, to all of you. Your cooperation and even your passivity have inspired me to perform the task at hand even at the shortest time, limited resources, and some adversities that came along the way.
