[read news] In essence, the award given
to Mr. Amparado is a testament that vocational-technical education has
its place in the world. There is a common misconception in the
Philippines that professional education is the only way to succeed in
life. Everyone shuns the voc-tech route after high school. With that,
the country lacks the backbone to support industrial development. In
other countries, blue collar workers are well compensated. An
electrician, a cook, a carpenter, a plumber, a mason, a boiler repair
technician, and the like are well-respected and placed on a pedestal
because of their technical know how. Great economies depend on the
expertise of these fellows.
TESDA's thrust is to elevate
the standard as well as the variety of voc-tech education programs in
the country. Too bad that the old polytechnic or agricultural or
industrial colleges are now being converted into state universities that
are truly not universities in the truest sense but merely "mock"
universities that forgot their original purpose which is to promote and
offer job-creating voc-tech education. It is alarmingly true that there
is an inverse relationship between the number of universities in the
Philippines and the quality of education.
May Mr. Amparado's winning
encourage more people to be invested in voc-tech education. Instead of
allowing 2/3 of college population to enroll in nursing, majority of
whom enrolled in cash-hungry incompetent nursing schools, let the
government encourage people to go voc-tech where the graduates can not
simply be readily employable but also become job creators.

You admitted that the
payatak system is not productive and not economically wise, so
probably that is the reason that he (DA R8 Director) will give effort to
modernize rice production. When he said modernize, it does not mean that
immediately it will happen.
Naturally in the process of
modernizing the production system problems will be encountered and the
proposed solution/action will be renewed. Don’t be so pessimistic Mr.
Leo. Effort is being made to improve production… let us not pin
ourselves to what the past could offer… we need to improve from what we
have now…

In Northern California, the Samarnons have not been deeply involved in
this project to recover the Bells of Balangiga. Well, Lily Ann Perez,
the artist from Catbalogan, wanted to visit the place where they are
being kep right now.
When Consul General Delia Menez Rosal was still in San Francisco, she
initiated a Balangiga Bells Task Force. I was supposed to be the
Secretary General. Oh well, she is no longer in San Francisco.
A Pangasinense, grandson of the famous Carlos Bulosan, Sonny Sampayan
who is in New York, was in touch with some Americans in the White House
and with Bishop Medroso of Borongan. In fact, Ms. Yolanda Stern, a
Zamboanguena who was crowned as a Princess by the Sultan of Sulu in
Manila, apparently flew furtively to Borongan to discuss the Bells with
Bishop Medroso. Both Mr. Sampayan and Ms. Stern are members of the
Republican Party. And they wanted the Catholic Church to take the lead
in this enterprise, not the Trapos.
In the San Francisco Bay Area, the mysterious Atty. Rodel Rodis, from
Pangasinan, and a poilitician here, has taken up the cause of the Bells.
In this article about the Bells published in the San Francisco
Chronicle, I did not stand up when the congregation was singing. I was
smoldering with anger. The people who sat on the bench by the altar, and
who spoke, were not Samarnons. Unless we count then Consul General Delia
Menez Rosal as Samarnon because she had roots in Calbayog. All the
speakers could not even pronounce Borongan and Balangiga correctly. That
is the reason I was fuming. I suppose God was amused, so the
photographer took my picture and that of Osserman Caceres who was then
President of the Leyte Association. And it was plastered on the front of
the No. 2 periodical in California, the San Francisco Chronicle.
Well, if non-Samarnons have taken up the cause of Balangiga from the
uray nga mga Samarnons, perhaps we are to blame ourselves. However, in
Northern California, there are few from Balangiga. They are concentrated
in the Southern-Los Angeles Area. And since like most of us we are so
busy trying to survive with dignity in this land of milk and honey and
the WASPs and afraid that we will not go to heaven, hence our penchant
to dance the curacha in those innumerable Samarnon fiestas, while
observing the 9-day novena in our "Klasikal Samarnon Binisaya" (because
nobody has the brains and the time to translate our fiesta novenas to
English), so the issue of the Balangiga Bells is practically a non-issue
among Samarnons here. But most of us are familiar with the details of
the Balangiga Incident. And with the Battle of Catubig which Mr. Quintin
Lambino Doroquez has presented to the World Wide Web.
Anyway, we are hoping that Samarnons -- like Congressman Doloy Coquilla,
Governor Raul Daza, Governor Evardone, Justice Eddie Nachura, and famous
environmentalist and icon of the NGO circuit in Samar, Charo Nabong
Cabardo, can take on this cause for the sake of Samar and the Filipino

There is strong link between a
healthy ecosystem, proper land use, livelihood and food security.
This is the opinion of Antonio
M. Claparols, president of the Ecological Society of the Philippines
(ESP), who pointed out that if the ecosystem is not healthy, there will
be biodiversity loss and that if people do not use land according to the
dictates of nature, there will be loss of livelihood, chronic
concentrated poverty, the spectre of jobless growth and insufficient
food for all.
Claparols stressed that life
support system must b judiciously preserved and used for the benefit of
all. "Environment and poverty are interlink with each other, as
experienced by famine infested areas in Africa. There is
desertification, loss of biodiversity and lack of food for inhabitants",
he added. In a statement, the PSE official said. "We connot wait for
this thing to happen in the Philippines, as there is insufficient areas
not being serviced by irrigation and many food producing areas are hurt
by lack of rainfall or too much of it".
"The country's once fertile
lands are now slowly being replaced by malls and building and settlement
houses giving rise to insufficient food supply. The common practice of
importing foodstuff not only drains the local foreign exchange reserve,
it also deprives our countrymen of proper livelihood due to government
neglect and the lack or insufficient rainfall". The government should do
away with cosmetic remedies to amply supply basic food and other
services needed particularly in far flung communities. Years of neglect
have made people in the countryside troop to the cities only to live in
blight under in human conditions". Claparols explained that the
Philippines is supposed to be able to grow enough food to feed its
people. However, the influx of cemented structures, golf courses,
shopping malls and subdivisions has created a negative impact on the
environment, so much so that areas previously planted to rice are no
longer there, he noted.

I was amazed with the reaction
of DA Regional Executive Director Leo Caneda (Inquirer 18/08/07) about
rice farming systems in Las Navas and Catubig, Samar. To quote "he was
astonished that farmers are still using the payatak system of
rice farming when it is already history in Leyte.”
I think he should not stay
longer in his job. As a Regional Director he should have a grasp in the
agricultural production systems of our marginal farmers in Samar.
Payatak system has been used by farmers for so years because that's
the most economic way to do it, though not considered the productive way
of obtaining max yield.
No wonder our delivery of
services and agricultural technology intervention to our farmers is
compromised and incompetently addressed, because of lack of
understanding of how traditional systems worked and how solutions could
be arrived at the farm level. He should understand why farmers do what
they do.
He revealed a project to
upgrade or enhance a research facility in Catubig, to promote the use of
high yielding certified seeds etc which may require higher inputs to
obtain optimum yield. Well and good!! But please consider, the holistic
situation of the farming enterprise in that area whether farmers will be
capable of adapting these so called high tech intervention. I am
encouraging him to understand further, the local farming system before
such intervention is introduced.
There were countless aggie
project before funded by International financial Institutions but they
were only good while there was money to support the project, and
sustainability of adaption wasn't achieved because they were alien to
the local farming systems and eventually farmers went back to their
traditional way. WE have to understand priority farming problem first,
and gather sufficient data to learn more about the situation and let's
involve the farmers in drafting out a solution acceptable to them. And
please Mr. Regional Director you should be visiting farms and
interacting with farmers in Samar more often, not just in Leyte area or
ribbon cutting of new research buildings or attending meetings in your
air conditioned offices.

Just to enlighten our
misunderstanding on the sharing of wealth and fortune that are
abundantly found in Samar landscape in recent times, as made known by
our leaders.
Our leaders don't have to
necessarily handout victuals and libitions to everyone, but they must
provide various opportunity for job creations, business venture capital,
viable infrastructures, and other incentives to wealth creation. Leaders
must provide level playing fields to every economic player and prevent
the age-old practice of jealousy and envy towards one another that
saboutage honest economic pursuits.
Under pure business
competition, i.e.; absence of crony capitalism, bribery and other forms
of economic evils, wealth will naturally pour into every household since
the business environment's honest and true. Every player's given every
opportunity to participate in a fair and equitable business enterprise
where success's based on individual efforts free from outside
interferences or disincentives.
It's along these lines where
we find the spirit of sharing the economic pie that comes out of
individual efforts under the guidance and advice of our leaders.

Those poor kids who died and
some seriously injured in a recent accident in Calbayog, are no doubt
victims of dirty politics once again! How can these politicians
transport those kids like gravel and sand in a porcargo?!?

and the Province of Samar are able to help the families of these
children with whatever they need in terms of the hospitalization,

The self-congratulatory
statement about Samar catapulting to economic prosperity from economic
decay's indeed a welcome news not only to the people of the region but
also to the people of Pinas as awe-inspiring achievement of a long
depressed and long abandoned province. it's about time Samar be elevated
to prosperity from abject poverty where the citizens suffer most.
History as witness, only a
small fraction of the economic pie's shared by most and the larger
fraction goes to the small but powerful and influential group. This
economic paradox must be reversed if the era of plenty's to stay
indefinitely.
A sustained economic growth's
a function of an egalitarian policy where the economic pie's being
consumed by every citizens. The citizens demand goods and services
provided by the entities who supply them. When the equilibrium of supply
and demand curve's reached, the productivity frontier's shift forward,
resulting in a robust economic activity. Expansion continues only when
every economic factors are employed in production as well as
consumption.
It's therefore, the
responsibility of our leaders to avail the economic pie to everyone.
When a large fraction of the people shares only a small slice of the
pie, it's wasted since small fraction of greedy citizens can't eat it
all. Share the wealth.

Hello Everybody! Thanks to Mr.
Gaspay for this website. I enjoyed reading the messages posted by the
people from Samar and abroad. It's inspiring and yet it's frustrating at
the same time. Kinda mixed emotions when i was reading these messages
here. It's inspiring because people still have hope for improvement
despite the rotten politics and yet frustrating knowing the fact that
the people/voters (including the media people and the Comelec personnel)
are always receiving money for their votes and services during
elections.
How can we expect our leaders
to improve our province/municipality when they are there to get back
their own money they spent to buy votes during elections and earn more
profit from what they have invested. Notice that they are fond of making
more infrastructure projects (which normally has high amount of
funds...millions of pesos) because they can get a big share from it.
Social services are always the least that they can give. Ginkukurakot pa
ngani it calamity funds...things like that.
I'm just having a hard time
figuring out how can our leaders improve our province/municipality when
the first thing they do is to earn back the money they spent during
elections (just like a regular business - invest and earn profit). Just
imagine how much money they spent and how much they earn from their
salary? Tag pira gud la it sweldo han mayor, governor, etc... Mga igkasi
ko taga Samar, alayon nala pagkwenta hit ira sweldo kada bulan times 3
years (one term) and then compare hit ira nagasto during election. May
ganansya ba? I don't think it is possible for them to perform public
service to the people before they do service to their own pockets… am I
right? and we people, how can we ask for good service from them kon
ginbaligya man naton an aton mga botos.
Anyway just a simple thinking
from an ordinary lady nga nawawarayan na paglaom nga mag-asenso pa it
aton ciudad og mga bungto. One more thing: the GSIS issue about
non-remittance han mga personal contributions han mga empleyado. I just
wonder why there is no action on this issue from the government. I tell
you friends, ngatanan nga munisipyo han Samar nahitatabo ini. Employees'
personal money nga ginkukurakot hit mga mayors ngan mga treasurers. It's
so so sad to think about this. Sanglit kon naretire na an usa nga
employee waray nakukuha from the GSIS because of this stupidity.
Nakakasiring ako nga an angay bag-ohon naton an aton MORAL VALUES. Good
Moral values, produces a good government system.
