On the Road of Contention of E. Cainday
The road of contention is also
the bone of contention of the fighting political forces in Eastern Samar,
Mr. Cainday. Like pit bulls unwilling to yield their bite on one bone,
politicians will try their best to wrest the credit from whomever
because political mileage is higher when you bring home the bacon to
your constituents.
Your governor, Ben Evardone,
is an accomplished media man who knows how to spin the wheel and lick
some dirty asses. Look, he wants to initiate a road repair project that
is already in the process and drumbeat to the whole world that he is at
the forefront of the initiative. Sad to note though that the political
bickerings and the "initiative of the governor" only dragged the project
to a halt because they are more interested in who's gonna grab the
credit than the completion of the project. But, Doloy Coquilla is no Ben
Evardone. Evardone enjoys the stinking company of the president and the
powers that be in Manila. Doloy is an OFW-returnee who just recently
choked the budding dynasty of immigration commissioner Nonoy Libanan by
arresting the election of another Libanan in congress.
Nonoy Libanan, as a student
leader, was a promising leader. As a politician, he promised and
promised. Evardone, as a young journalist was an idealist. As a
politician, he has kissed the ass of the country's most corrupt
president. So what does the people of Eastern Samar experience in the
process? Well, they still have to hurt their butts when they go through
the Taft-Buray route. The governor now has Asian Spirit (or another
airline) to boot since it now has a weekly flight to Borongan. The only
problem with Asian Spirit is that you fly as an asian but you land as a
spirit. May that happen to some corrupt officials.
What will happen to the
dynasty-killer Doloy? Doloy Coquilla will go down with the road in the
next election unless he has amassed enough pork barrel money to buy
votes to offset whatever Nonoy has amassed while collecting immigration
fees. In the meantime, what the people of Eastern Samar is a

Good day to you all! This is
my first time to view this message board though I've been reading a lot
the articles posted in this site and I truly find this interesting.
Congrats Mr Gaspay for a job well done! I hope to make more time
checking out this site.
Anyways, as I was scanning
through the board, I got so interested w/ the message of Roja Bacsal
dated 10/8/08. I totally agree w/ your dad regarding his opinion about
Samarnons being called "WARAY". This is something I'm so concerned
about. Even though I'm not a native of this province but I've been
serving this city for more than 10 years already and that has developed
a passion in me for this place.
I believe that words are so
powerful. As one proverb states, "death and life are in the power of the
tongue" (Prov 18:21). What we speak and even name ourselves are of
tremendous effect though we might just have not been conscious of it. I
strongly suggest that we evade from calling ourselves "WARAY" or
"WARAY2X", instead speak life and declare only what is positive. I know
this principle works because it is from no less than the Word of God!

We have to stop this family
from ever holding a position in the government. The Dy's in Isabela were
toppled down by a woman with saklay, Grace Padaca. We have to mobilize
the youth to educate their elders, we have to tap the print and
broadcast media, the populace now so that by 2010 they (electorate) will
know what will happen to the province if this family will continue to
lead the province, this is the road to nowhere. We have to start now.
Those across the seas please tell all your relatives to help in
spreading the news about the motives of this family.
Lets do what Barrack Obama did
in the US. Capitalize on the volunteers (youth), lets utilize them to
educate the electorate, spread the word in every barangay and towns
about the ills in the province from the hospital, the roads, the
schools, text books and other needs that cant be given by this family
because they want to accumulate wealth (Government Funds) at the expense
of the taxpayers money like myself. The governor and her cohorts were
suspended because of graft and corruption but they are unmoved.

It makes me very sad indeed
that Samareños fall for this modus operandi of our current governor
where raffle draws, electric fans, goodies, etc are given to endear
herself to people or get their votes. Research studies have repeatedly
shown that this dole out system or mentality is ineffective because it
breeds laziness and dependency. The governor should instead create
investments resulting in employment and not parasitism. She should
invest in infrastructures, build roads, finish the long-overdue
Catbalogan City airport, create jobs and provide a strategy for
sustainable long-term poverty alleviation and social assistance. Dole
outs are not the solutions to our problems, they just make them worse.
In my lifetime, I hope and
pray for a progressive Samar. May God bless Samar and us all.

State of the Main road on Samar from Allen to Tacloban and other issues
I have never seen in my whole
life a road in such disrepair and dangerous to driver for a national
road and no one cares they just go about there business.
Oh well this is the
Philippines. Boy take a bus from Allen with a camera crew and see what
it is like and show your audience the pathetic state of affairs and the
lack of priority the government puts on roads that are not on Luzon.
Then get on a bus in Angeles to Subic Bay and see the beautiful highway
that has just been completed and the road is not a national road or
hadly ever be fully utilised. There are no double highways I have seen
anywhere outside of Luzon if you can tell me otherwise I would be
appreciated.
I have asked the question why
is the road in such disrepair they all say corruption. Is this the truth
or are you just a forgotten island amongst the rest in the Philippines
and no one has the guts to stand up and fight and get help.
You need to shame the
government and people responsible and talk to senators and governors to
get something done. You might have a great island but if people can't
move about the island with easy and in a safe manner your whole plan of
making Samar a tourist destination is a waste of time. The road from
Allen to Tacloban is a national road buses and semitrailers and cars go
down that road at great rick to themselves every day.
This country has so many
problems one doesn't know where to start but you need to at least start
somewhere and provide the basics. The people in this country don't
believe they can change anything, you can Boy you have contacts access
to media and know what it is like to be poor and crawling to the to
where you are today with good friends.
The President talks about
poverty does she really know what is going on this country and how to
solve it. You have got a civil war that has been going on for 30 years,
people unable to provide there children with the basic food and
education, prostitution out of control which has been going on since the
Vietnam war, beggars in the street no one cares about I have never seen
anyone try to help this group you are all insulated from the problems
and don't care.
So many areas of this country
are bueracratic for example when you buy a house there is so much
paperwork to get BIR, Local government papers etc it takes months. When
you buy you primary home in the Philippines it should be exempt from
capital gains tax. I have seen basically honest people misdeclare the
value of the property to save on paying some Tax.
Vehicles on roads that are so
unsafe it goes beyond believe as a joke we had a truck collecting rice
from my wifes brgy Pinangomhan and the rice trader was friendly and I
went around her vehicle and counted over 40 defects if she was in
AUstralia from bald tyres to mirrors broken. There are lots of these
vehicles. The number of unregistered motor vehicle I have noticed goes
without question and number of persons driving vehicles without licences
unbelievable. In my wifes family her brother 15 and sister 22 regularly
driver theres motorbikes without licences and one of the bikes hasn't
been registered in 2 years. You need to lower the driving age to 16 and
send out licence renawal and registration renewals in the post or other
medium.
In Samar you have a large
military presence and my wife talks about her brother going on exercises
in Samar as he is posted in Allen where are the MILF in Samar. You are
wasting valuable resource in your army having all these checkpoints all
that happens is they get lazy and watch the traffic go by.
Maybe you should go to Bohol
and see what has been achieved there and then Biliran and see the state
of the roads there built with the help of the Japanese and maintained by
the council, also the schools were funded by the Japanese as well.
I have a neighbour who is
going to travel to Davao shortly what a surprise he is going to get when
he gets to Samar, the only thing I could think of is I can't wait to get
of this good forsaken Island.

Jorge's town celebration:
"Another event that brought
the crowd shrieking was the presence of gubernatorial son Michael, son
of Samar Governor Mila Tan who gave out a raffle draw, distributed rice
and noodles – the governor’s style of endearing herself to Samarnons on
special events. Some 200 poor but deserving high school students also
received P500 each for financial assistance distributed on the same
day."
If this is the only way
Samarnons are governed by raffle draw, then we should ask PAGCOR or PCSO
or even Jueteng Lord Bong Pineda from Pampanga to take over the
provincial leadership. Or, why not ask Wowowee host Willie Revillame
take the reign of the provincial capitol.
Very sad reality! As an
ancient chinese saying goes, when the student is ready, the mentor
appears. Only when the people of Samar is ready for honest-to-goodness
governance will rightful leaders appear. Leadership is a reflection of

Hagi ha Guiaun, If we are
measure the hardship that you and I experienced I can say that mine is
really difficult. Look at the way you expound your comment it is an
indication that you were schooled in private institutions but in my case
I studied in public schools and finished my college education as a self
supporting student, already with a wife and children.
Sangcay we were six (6) in the
family but only half survived because of neglect from the government, no
medicines, no clinics, no toilets, no potable water and what have you.
Its good that I and my 2 other brothers survived but still we have to
work our butt out just to eat. I will not allow my past to again happen
this time around.
What you said of our
politicians is true but we cannot change the system by getting around
the bush. We have to institute something that will educate our voters
and we have to act now. Maaram ako hin kakurian ngan napaid ako nga an

Two Sides of Everything:
Ha akon la nga lugar, permi ko

guihapon kit-an ha positibo nga bayhun. My personal experiences tell me
that looking at things postively helpped me achieved my little dreams.
Sugad man han kadam-an ha aton,
makuri gad guihapon an akon guin agi-an han akon kinabuhi tikang han
akon pagtubo ngan han akon pag-aram. But my situation and hardships in
life did not hinder me from achieving honors in schools, going to good
universities and ending up in good corporate jobs. Elementary pala ako
nagpapakabuhi na ako para makapamalit ako han mga gamit ko ha school.
What I am trying to point out
is that when I see people who are enjoing life at its best, labi la ako
nga nai-encouraged ug namu- motivate to do better with my own life. I
try not to self pity. I always tell myself nga siguro nga asya hira
maupay an pangabuhi ug may mga gamit mga mag-upay dahil maduruto hira
han ira pagpapakabuhi. I give them their privilege and right to enjoy
the fruits of their hardwork.
Don't get me wrong, I am not
saying that all of those that I see are fruits of hardwork. Maaram naman

generaly, nag-aani kita kon anuman an aton iguin tanum. I am a believer
of sowing and reaping. If we all look back, we could tell that whatever
things we have at present are just product of our actions and decisions

Let our situation and the good
things that we see on others motivate and encourage us to reach for
higher grounds. They may not be as high as we expected it to be but for
sure it will be a place of comfort and contentment.

You see Basilio, the
Philippine situation as of today is in such a mess. Samar, known as one
of the poorest islands of P.I. had been neglected for ages.
As the rich and famous in
Metro Manila fight like dogs in protecting their power and position
(while on the other hand gaining support from the Provincial Governors),
the remaining wilderness of Samar island through its Political leaders
are fast learning the trend and mastering the game of POWER PLAY. No
wonder most of the rich and famous in our island are getting away easily
from any serious, proven and almost any judicial conviction.
Samarnons like you and me are
usually short-tempered but when it comes to the protection of our common
rights, we seems to follow the traditional belief of not practicing
those rights especially if the subject are those politicians in power.
Maybe it is because of our fear to be branded as "activist", "terrorist"
or "communist" that we prefer to keep silent instead of facing those
politicians head-on.
But I do admire the courage of
Isog Han Samar who had been an instrument of justice regarding the
corruption in our island. As you said, our Governor has been charged and
found guilty of corruption but is still in power. Only in the
Philippines!

Minimalism
to Waray-warays
To my mind the concept or idea
of minimalism in consonance and in line with how it is defined and
described in several forms of expressions in the art world, has its
practical application on how we can live our lives for a better future.
In his book titled ‘Audacity
of Hope,’ Senator Barack Obama the Democratic presidential candidate of
the United States, has revealed that he is a person of minimal ways and
tastes by just having a limited number of shirts he owns and wears
despite being a person of his stature. It is an open story as well, that
Bill Gates the founder of Microsoft used to dine in McDonald restaurants
despite of his enormous wealth. Steffi Graf at the height of her tennis
career and being no. 1 in the world of the sport during her time used to
stay and sleep in her old bedroom in her parents place. Nelson Mandela
of South Africa ‘a living legend’ in the crusade against ‘apartheid’ in
his country who at that moment when he was photographed along with some
South African government officials was wearing socks with holes in it.
These people world renown as
they are, because of their deeds and life achievements have remained
simple, humble and most of all minimal in ways, wants and tastes.
I remember years ago, when one
of my uncles was assigned to cover the U.S. state visit of the president
of the Philippines during my uncle’s time. With most cabinet members in
tow to meet their respective U.S. counterparts (e.g. Phil. Minister of
Commerce vis-a vis with the U.S. Secretary of Commerce, etc.) to
negotiate ‘fresh’ development loans for the country. They were made to
sit face-to face to each other in the conference table with members of
the media in attendance and at the back row.
One colleague of my uncle
remarked how well-dressed and impressive our cabinet ministers were in
contrast to their U.S. counterparts because our cabinet ministers were
all in their sharp expensive Italian business suits with matching
coloured neckties (silk ties were not yet in vogue during that time,
thank God, otherwise only God knows how much U.S. dollars would have
been exchanged to our poor Phil. peso to buy them). My uncle in
agreement with his colleague’s remark said to this effect, “Our
delegation by all the looks and appearance of it, seem to be the ones
extending the loans to their American counterparts”. This remark has
been uttered as my uncle had observed that one U.S. cabinet member had a
‘loose’ shirt button with threads hanging out, a sign that the shirt has
had a number of ‘wash’ already, in complete contrast to the ‘spanking’
new business shirts of the members of our cabinet. “Yeah, by the looks
of it, the Americans appear as if they are the ones borrowing money from
us”. My uncle’s colleague replied in agreement “But this may just served
to be an advantage to our mission because the Americans could only think
that we can afford to pay them back judging how well we are dressed and
this builds confidence to them that we can pay the loan”, he added.
Thereupon my uncle said, “But what if they think otherwise, that we
might just spend the loan for what it is not intended for?
My uncle had also observed
that most, if not all cabinet members on the Philippine side of the
table had jewelleries (flashy wristwatches, rings of all sorts of
expensive stones). One member had even had the habit of gesturing his
bejewelled fingers (with a couple of huge stone rings) to stress his
point during the meeting.
I was born in the poorest
municipality among the poorest communities in Region 8 where sewage and
drinking water streams down and are close to its other. Sanitation and
medical assistance are non existent that I have seen in my own eyes 3-4
rungs of bamboo stairs in front of houses being taken away, a sign that
these stairs are no longer needed as all occupants of these houses are
all gone (died). Reason of death was inability and virtual non existence
of inexpensive medicines to combat infection (cholera). The local
government was aware of this sad and unfortunate fate but could not do
anything as they seem to be financially strapped.
Some years later I will learn
that in some of the suburbs around Manila, our local government
officials have one or two residences where they stay most times while
their children were enrolled, some of which were in exclusive private
schools. It was also during these years that I learned that our
municipal executive’s salary was a pittance. That he could not even
afford to rent a modest dwelling in the city because of his meager
income.
If only they could be like
Barack Obama or a Nelson Mandela.

Sad to say that in our beloved
province of Samar it is worst. The Governor is not only impeached she is
charged and found guilty of corruption charges but she is still in
power. And what is disheartening to note is that she will be able to
finish her two (2) terms come 2010. There are times when I think that
the problem of the province is already a hopeless case, you know why?
This crook politicians weld their magic wand every time they are place
in a serious trouble and you know what comes out every time they
magically move their wand a wad of money, and so suspension order cannot
be served because of MONEY. That is how powerful is this Governor.
Where in the world can you see
a place where there are two (2) INACTIVE piers because no ship anchors
but the GOVERNOR was able to make a fund available for the construction

I totally agree with you
Sangkay Hagi. Most, not all, of progressive countries started their
development from the grassroots particularly in agriculture. They
started with a closed economy and self sufficiency before opening up to
outside world.
However, our present situation
is basically different from those of the past. Our days and age demand a
different approach. Wealth distribution is not balanced and belongs only
to the few. And for this reason that we need politically sound lawmakers
and government officials to shift our economic direction and minimize
greed of these controlling few individuals.
Let's pray to God that He
would raise new blood of politicians and lawmakers who will cause our
dreams to reality.

I would not rest on my laurels
and accolade that you have heaped on me Mr. Samarnon as I don’t deserve
it. As an ordinary citizen, I can only think what is good for our
country and would just dwell in my mind that I have not failed in my
purpose if the real meaning of my “Two Dreams’ topic does goes to the
right people who can re-align and if possible overhaul our country’s
priorities in education and training programs.
I believe that the real wealth
of a nation is its people, its rich natural resources can only be
secondary in terms of desirability and what the country had been
naturally endowed with (had God gave us the choice which one we would
have most when he rained the entire world of ‘goodies’, we probably
would have opted a ‘sea of intelligence’ and talent to Filipinos and
just a drop of rain, a light breeze of typhoons and a hardly noticeable
tremor of earthquakes).
As I said, a rich natural
resource if not use or tap wisely and intelligently and without
considering the national interest, would only bring optimum amount of
progress and the return of business ventures (domestic and
international) if left in the hands of private individuals with minimal
government intervention and regulation, these returns of investments
would just flow to the income stream of the ‘‘moneyed lot’ to satisfy
their never-ending whims and fancies (flashy cars that gobbles up
precious high priced fuels, palatial holiday homes that never been
slept, overseas holiday trips squandering foreign exchange receipts
earned by our OFW’’s) and leaving nothing for capital expenditures
resulting in the country remaining in economic doldrums. I know that
there are mechanisms and laws in place to prevent these things
happening, but enforcement is another matter on the part of those who
are in government.
Whereas if the great mass of
our people having a higher degree of ‘functional literacy’ and that
drive and propensity to work in overalls with their dirty hands (blue
collar jobs, i.e. light industries) then our country may well be on the
road to economic prosperity not probably possible in our time but for
the generations to come.

Catabalogan but what happened? We have the nicely located airport in
BURI, having BURI as well as BORACAY look alike beach resort facility,
are we just gonna stare how it was wasted by time, are we not be sad
enough to witness how budget was trashed away?

saying why not maximize the area of Samar. Having it as the BICYCLE

Sangkay Hagi, you are both
deep and visionary. I am happy and will take this opportunity to
congratulate you for having opted to stay in Samar rather than in any
part of the world. I presume that you are an educator by profession. You
must be giving so much inspirations to our young Samarnons and guiding
them of the right career paths.
However, with regard to your
dream and vision, I find no wrong with the latter. Both professions and
careers in your "dream" are useful in steering progress to communities
and job generation. The problem comes about with the latter when one's
political career is abused and used for self enrichment. Only then that
the purpose in entering a public service is defeated.
Bottomline, greed and human
depravity lead people to corruption in whatsoever career a person has
