Here are the things that I am going to initially institute on my visit to Catbalogan by the end of January 2009:

1. See Father Job Balasbas at the Parish of Gandara to inform him personally that I am running for Governor of Samar.

2. Initially come up with a line up for Vice Governor and Board Member.

3. Open up a campaign Hqs in Catbalogan subsequently opening an Account with Metro Bank under "Hingyap han Samar".

4. Transfer my voters registration from San Pedro, Laguna to Catbalogan, Samar.

5. Initially recruit student volunteers in Catbalogan and a province wide engagement of student volunteers a little later.

6. We will collaborate, coordinate and start campaigning now.

a). Collaborate with Gugma han Samar, Isog han Samar, student organizations and other organizations in every town/municipalities.

b). Coordinate with Radio Stations in Catbalogan and Tacloban.

c). Start campaigning indirectly with the theme of Vote buying to be a thing of the past in 2010 election.

7. Report in this forum initial development with respect to the line up. This early I am contemplating of getting the widow of Francing Buedron to be the Vice Governor of our ticket. I will still convince her about my proposition. She is presently the Dean of a certain college department in Samar College.

8. Hereunder is the dissected 9-point agenda and I want everyone to re-examine and append something that would make it viable for the progress and development of the entire province;

1) The creation of jobs through Eco tourism. Restoration of Maqueda bay and adjacent channel by installing effective coral reefs all throughout the Samar Seas subsequently stopping trolls along the shallow waters and dynamite fishing. To make this effective every barangay will be provided with a pump boat and a PNP contingent with a barangay police to patrol the strait. First offenders will be docketed but illegal fishing materials will be confiscated. 2nd offenders will be charged in court. Immediate stop of all illegal logging at all cost.

– How can you install and pay an effective coral reef? The cheapest artificial coral reef is by blowing up and sinking old ship, but where can you get old ships? Those trees that grow in the water by the shorelines know as mangroves serve the same purpose coral reefs. The fish eggs are hatched on the mangroves and the mangroves protect the small fish from being eaten by bigger fish, thus making millions of fish available for the people. Instead of dreaming for expensive coral reef, Samarnons should plant and protect mangroves and nipa along the shorelines. While dynamite fishing is under our control, it is only a behavioral adjustment by constant public awareness from grade school to college and by constant 0public announcement by every leader from barangay captain through the governor. Basilio Balasbas can become a leader for this issue as no one in Samar today has addressed this very simple but big problem.

2) The construction of new buildings, classrooms, provision of desks and chairs and books for students and scholarships to poor families.

– Let us dream only if we are sure we know where to get the funding. This proposal requires billions of pesos. Where can we get this money?

3) The balancing of the budget.

– Instead of balancing the budget, Let us start first by increasing our tax revenues so we can have enough budget. Tax the rich. Tax the luxury items. Any Samarnon resident who owns a 4 wheel vehicle should be taxed as they are using the Samar roadways. Tax the cigarettes. Tax the alcohol. Tax the bar and disco bars higher as only people with money come to these places. There are many ways we can increase our revenues. Put public parking at the beach fronts and tax every vehicle that park there. Also tax the parking business. All these tax ventures alone will give Samar over 100 million pesos per year minimum.

4) Construction and maintenance of farm to market roads including the repair of the existing roads from Tacloban to Catbalogan and from Calbayog to Catbalogan.

– This proposal is in line with GMA plans and policy. You can be sure you can get funding for this proposal. You will need some politicking by creating a deadly accident on the bad roads and then make it a big deal in the media and then blame the DPHW and GMA for the death because of the bad road.

5) The provision of electricity and water supply to barangays.

– This can be done though private corporate initiative. But at least half of Samarnons must be able to pay for these services. You need to create jobs for the people.

6) Eradicating of ghost employees and the 15 and 30 employees who only reports to their respective departments every 15th and 30th of the month to get their salaries.

– I actually have seen how this scam can be corrected. Basilio Balasbas can reorganize the department and assigning different supervisors and changing department responsibilities. Ghost and lazy employees come out in the open after the reorganizing the department. This is an easy issue because it is a local issue which only requires local control.

7) The development of stagnant government lands/properties into agricultural lands for our farmers and other entrepreneurial undertaking thereby generating more income to the province.

– First, all the lands in Samar need to surveyed and documented in the Office of Deeds. After the survey, all parcels of lands must be taxed. Thereafter, when the land is sold, bought, lease or any transaction, the local government will tax for every transaction. Because this is real state property, taxes are in the millions of pesos every year.

8) The automation of the entire capitol building to check automatically the erarnings of all generating departments that can be accessed by everyone including the result of all biddings to make it transparent.

– This is possible as computers have become cheaper.

9) Coordination with the local AFP (Army) and the PNP contingent with respect to the peace and order situation in the province on a weekly basis. Creation of a task force that will include the Philippine Drug Enforcement Agency, the PNP.

– We will seek for peace negotiations with the NPA's through the Peace and Order Council of the 8th Inf Division of the Army in Catbalogan, Samar.

I came from a very poor family that at a tender age in Guinsorongan, Catbalogan, Samar I worked varied odd jobs in order for our family to survive. I finished college education while I was in the Army and it took me almost ten (10) years before I could finish my Bachelor of Arts degree because I am sometimes assigned in the war torn areas in Mindanao and it was only during my assignment in the garrison that I could pursue my college education. The rest is history. I did not stay long in the military organization because of an offer to work abroad. I was able to transform my family and my children are already having stable jobs in their choosen careers and my youngest is graduating this year from her BSN course. This is one of the reasons why I am already free to help our kabugtuans in the province who have been wallowing in poverty for the longest time now. If not now, When? if not me, who will initiate the change that the province needs at the moment. Are we going to allow ourselves to be abused by these kawatanes?, Kurakots?, Ninnies and Nincompoops? Its about time that we have to effect the necessary change that we need for the province. From the bottom of my heart I would like to express my gratitude for giving me the strength to pursue my march onto the battleground for the NEEDED CHANGE in our impoverished province. Eradicating of ghost employees and the 15 and 30 employees who only reports to their respective departments every 15th and 30th of the month to get their salaries will also help strengthen the posture of the province. We need upright employees who will tow the line towards the attainment of our goals in getting the needed CHANGE that we want. We want them to work productively and get out of their offices because the job is out in the field and not in the confines of their air conditioned rooms. Constant and effective supervision of this undertaking will propel the province to a greater heights thereby accomplishing the real change that we want for the province.

The three provinces of Samar have many well-qualified persons of varied persuassions, abilities and styles, but have zip, zero person who is fit to serve. As history a witness, many good elected officials became corrupted while in office. They succumbed to temptations of the flesh and spirit, yielded to moral bankruptcy, defrauded government monies, bought and sold power and influence, and gotten wealthy and healthy at the expense of the suffering constituents. Time and again, the voters have false illusions on their elected officials who betrayed their trust and dreams. They continue to select qualified officials who are weak and poor in spirit and who serve at the expense of the people but not at their welfare.

It's probably the intoxicating effects of power that good and well-qualifed leaders turned into rotten and unfit administrators and guardians of the government and people after being elected. Their perception of leadership is absolute and beyond contempt. They can't bear the fact that they are servants of the people and not their masters. The provincial treasury is their pocket change or banking accounts. Provincials jobs are conduit to nepotism and favoritism, depriving qualified workers of their worth. These are devastating aftermats of the leaders' inability to serve; instead they always wanted to be served.

Samar needs complete change in thinking and doing in every area of government. Citizenships and civil virtues must be emphasized in schools for young people and future leaders. They are the agents of change and sources of qualified and fit leaders of tomorrow.

Last Saturday, during the Christmas Party of the Association of Barangay Chairman of Basey Samar, a girl named "Angel" the daughter of the suspended governor Mila Tan and the sister of now Congresswoman Sharre Ann Tan appeared in the Municipal Auditorium where the party is being held, represented her the two high-ranking government officials, and DISTRIBUTED THE AMOUNT OF P300,000 equally to 600 barangay officials in what they called as "Pamaskong Handog of Tan's Family" to Basaynons. They also raffled two P5,000 to lucky brgy. officials.

He got elected because of people who pushed him to be what he is today like you Tonyboy if you will push me and the rest of Waraynon around the world (People Power baga). Waray imposible hiton tawo nga nagu-ungara hin PAGBABAG-O (CHANGE), and it does not need an extra ordinary candidate with magic powers who could usher the long awaited reforms for the province. We are lambasting Mila Tan and her cohorts now because it is now high time for us to awaken the long lambering people of Samar where these dirty politicians took advantage of for so long a time.

My Platform maybe lacking in something desirable but when you are driven by strong compulsion to achieve things that will make the lives of our kabugtuans easier then your undertaking will be spontaneous. As I have said total paradigm shift could happen naturally and it does not need intellectuals who can think of the unthinkable if only you are compelled to achieve something not for yourself but for your brethren.

I know the realpolitik in Samar. You have to have the four (4) G's in order to win the election. What I need is your support to sustain the long and winding campaign from start to finish. We will utilize volunteers from all sectors especially the students who love their lupang tinobuan. I know that it is not yet late. Thank you for your honest assessment of the realpolitik in Samar. I admit the same old mindset, the same old culture of politics a la Samar still prevails. The prospects of mounting a credible against seemingly unbeatable forces of the status quo do, indeed, look intimidating. From the looks of it, the odds are all stacked against any candidate with a reform agenda. And there's the rub. At the same time, times are so desperate, issues are so pressing that they can't but give way to a better approach to governance. Something has to give, as this lurid situation is untenable. Meaning - Samarenyos will have to make that proverbial "Leap of Faith" if they have to rescue themselves from their misery...or have to face the prospect of bloodier confrontations in order to be put out of their misery.

Nice advice Tonyboy Morales. Aspirants should face reality. Not that we are discouraging people who want to serve, but such services are also valid in any political title.

Mila Tan will run for any office and will be hard to topple. Whatever it may take, winning the 2010 election will be her last recourse to acquire better chances for her freedom. As an ordinary citizen, she is doomed to go to jail. She can't afford to loss. Such scenario must be taken into consideration by any candidate aspiring to run against her.

My plans in politics was triggered in this forum when I heard the shout in unison of almost everyone who cries for a CHANGE. Although I am based in Manila I knew already what was happening in our province and my consciousness was reinforced by wide ranging information from Tonyboy Morales about the events unfolding in our very eyes day in and day out. I have been honest in telling you of my plans and I am also aware that my plans involve risk that I may not make it. I am also aware that a NAME RECALL is an important ingredient in politics in achieving our main objective of getting elected thereby effecting the NEEDED CHANGE in our impoverished province.

But what I cant really fathom is your persuasion for me run for Barangay Captain when 2010 is a Presidential Election not a barangay election. If you are really keen in effecting the necessary CHANGE for the province you can relegate me for Vice Governorship or even a Board Member, Mayor, Vice Mayor or even a Councilor why a Barangay Captain if you are really aiming for the NEEDED CHANGE in the province, at least as a Councilor you can proposed laws for the City and its scope is wider so with being a Board Member. If your objective is for the betterment of our kabugtuans who have been wallowing in poverty for so long a time now you will reconsider your endorsement and come up with something that is feasible for the accomplishment of our established goals for the CHANGE THAT WE NEED for the province.

The way I look at it, we have not even come into terms with ourselves about the FINANCIAL ASSISTANCE that we will impart the reason why your recommendations are to me JOKES. I AM NOT JOKING IN HERE. MINE IS VOLUNTEERISM. I AM SERVICE ORIENTED. I AM FOR CHANGE.

If you are for a change in our electoral system in Samar the one that VOTE BUYING will be taboo in Samar specifically Catbalogan then ACT NOW.
