Thank you for accepting my advice. As I read the latest news the whole country is plagued with too many corruptions everywhere. Everytime I read the news in the internet another corruption surfaces and being investigated by the Senate and the House of Representatives. As if there's no end of corruption and Samar is not exempt with all the mess and irregularities.

You should go around and visit every college or university to exhort their support. Pres. Obama won the Presidential election because of the involvement and support by students and young adults and they use the strategy of house to house campaign. Not only that you need a good line up as part of your ticket but also good advisers in your camp. Experienced and expert Political Advisers are very important. Obama had many good and expert advisers who advise him on his daily activities especially on his convincing speeches. Another thing is generating campaign fund through donations from people of all walks of life. Look for an expert fund raiser who can easily get donation from waraynons who work abroad whether they are from Leyte, Samar or any part of the country.

I assure you that you have the advantages due to the fact that almost all people of Samar and Leyte are mad and angry of the way these Traditional Politicians are running the government. It's about corrruption everywhere and as if there's no end of this mess. Why I said this because of rampant corruption from any segment in our government, people want reform and a change of government. I read recently the news of another corruption of which the First Gentleman is part of the scam. Another corruption is coming from NIA involving about l.4 billion which will be investigated next month. Then another mess in Eastern Samar which is surfacing now of which Cong. Coquilla is talking so seriously. Imagine we are just talking of corruption here and corruption there instead of strategy and innovation that will make Samar and its people progressive. That's why impart this to the students that you are running for Governor for the sake of improving the lives of all people and that we need reform and to change the old corrupt government. If you can convince and connect with them the purpose of why you are here to prove that you can change, then there's no doubt you will win. The name of the husband of Pres. Arroyo has hit once more the headlines in our major daily newspapers after it was revealed that he had associated himself or is known to one of the contractors that was involved in the rigging of bids to bag projects financed by the World Bank.

This news and his name’s involvement in this seemingly large scale corruption scandal are not really new to all of us who have been following news. Mr. Arroyo has involved himself in more than once, from one salacious story to another (remember the aborted ZTE NBN deal) and it is foolhardy even to his staunchest supporters and allies that he has nothing to do with these allegations.

It is no longer tenable on the part of those who come to his rescue and defence (e.g. Executive Secretary, et al.) asserting that these political opponents and detractors of the first gentleman have to submit to the proper courts whatever evidences they have in possession to back up their allegations for the court’s scrutiny.

And such charges are all purely politically motivated to destroy the president and her husband and to gain for their opponents’ political mileage in the coming presidential election. Do you think the First Gentleman being also a lawyer himself, knowing the nuances of the rules of evidences, would leave an iota of proof to pin him down? In some western and develop countries, the administration of justice is by the ‘jury system’ where jurors are selected randomly to form and passed their judgement on a case. Any profession (doctor, teacher, labourer, street vendor, etc.) can qualify and can be accepted as a juror. But guess what profession is not accepted as a juror? A lawyer, who knows the technicalities of the law and thus tarnish the true appreciation of the case.

Is it mere co-incident that every time there is a deal and an anomaly or irregularity that crops up, with large sums of money involved and with the present government as one of the parties involved, the First Gentleman is always in a starring role and around?

The practice of Kickbacks is a modus operandi that existed in Samar since I don't know when. Business owners pay public officials large sum of money to eliminate the competition for instance, or to conduct illegal business practices with officials as fait accomplis. I remember my father trying to go into fishing business when his supervisor at work chastised him and tried to hinder his business plans. His boss at work was bribed by the owner of a big fish business in order to secure his monopoly. My father's business obviously failed by the illecit action of his boss who received kickbacks from the business owner.

To this day, the fishing industry in Samar is still a monopoly, that's why the industry is dead in the water.

There are ways to make it bold, real and true that the voters will have trust and confidence on you. Not only through the power of words through your speeches to convince the people but also something special and unique.

Affirming your serious intention for the good of Samar and the people that's why you are running for Governor this coming election, I advise you to put all your no nonsense platform and also Contract with the People of Samar in writing. Bring these documents in a place where you are going to campaign with your group including the members of your party or line up and make a special announcement that you will sign the said documents in the present of the people of Samar and possibly have a lawyer notarized it immediately after all witnesses have signed the papers.

Why you should do this is to let the people of Samar know that you are unique and special that what you promised in the documents you have signed you will follow through and keep them. Have many traditional politicans as well as newcomers have won and their promises were forgotten and gone and keep on promising again and again and then lie and lie again. If you are a different breed of politician you will not lie what you promise. For the people of Samar to believe you is to put this promise in writing, sign it and then notarized. It's easy so that tradpols will do the same what you did and if they will not follow or keep their promise then we can show the document they have signed. Perhaps go to court of public opinion why they didn't keep the signed promise. I hope Mr. Balasbas you will heed my advice. Thank you.

Thank you Hans and Mr. Jun Ferrer for the immediate respond of my request regarding the Contractor which was banned by the World Bank. It so happen that the said contractor has a major road project here in Samar. I’m afraid the project might not be finish on time or the result surely be a substandard one. Sad to note that everytime corruption is mentioned, Samar is always dragged into limelight when we all know the fact the transaction is not done in Samar. I believe this is a national project and not a local one.

My dream of driving a well paved road here might vanished because of these. I was wondering why is it that rehabilitations of roads in Samar ends in Catbalogan? To think of it, the repair should start at the worst road and that is in Catbalogan. From North in Calbayog, the road project will ends in Tarangnan which is nearer to Catbalogan. In the South down Tacloban, the road project which was done by the CAVDEL ends in Calbiga. Here comes De Luna(y) Construction...will ends as far as to the north of Catbalogan. Meaning, the last to be developed In Samar is Catbalogan. This affects Catbalogan's economy considering the fact Catbalogan was once a center of commerce in the whole island of Samar. Well someone from the National Government…Please help us!

To Basilio Balasbas: Future Governor of Samar

Mr. Balasbas, please be careful in using words particularly in naming places in Samar lest you may be conceived to be ignorant about Samar's geography. When you asked Addi Batica for some suggestions as to who from Capul can he suggest to run under your team, I was laughing because Capul is not part of Samar province (Western Samar) but of Northern Samar. Tagapul-an in the first district is probably what you want to mention but it is good for you to start memorizing the cities and municipalities of the Province of Samar and try to group them as to which district they belong to. Wikipedia is a good place to start on that, sir.

Although I don't know you and we have not seen each other yet, I'm hopeful and also positive that you might get elected as Governor of Samar. The reason is obvious why I say it. With the situation in Samar that people have already been abused by so many traditional politicians, this time they won't be fooled and I'm sure they want a change in government. How many years that they have been promised and deceived but still the same promises are coming from their mouth with more promises. Again, election is coming another promises but the people are always suffering and the corruption is increasing. Even the basic needs are not even meet like food production, medical service, clean source of water, road repair and maintenance and etc. If you can convince the people that you are sincere and honest to do the job without the same promises given by the same traditional politicians, I am very optimistic you will win.

You must start campaigning as early as possible if not by February, 2009. American people look for a change in government and vote Obama not because he's black or half black. People of Samar will vote for you to look for someone who can change the status quo, who can stop corruption and who can give the people the services they need and not for any other reason. You need good strategy, substantial campaign contribution to support your campaign expenses and a lot of young people including students who will be always in your side campaigning every barrios, sitios, villages and towns. Obama has so many new young voters who campaign for recruitment purposes for more voters to register. Then they go house to house campaign with a good strategy like the words change and yes we can. What you have to do now is to have someone who is expert on fund raising and also experienced and well versed on how to get for more campaign funds for your campaign expenses. Well, I'm just a little worried but very enthusiastic and optimistic. Thank you.

WB blacklists 7 firms for rigging biddings

THE World Bank yesterday said it is blacklisting seven firms and an individual from projects it is funding for allegedly rigging biddings for the first phase of the National Road Improvement and Management Program (NRIMP).

The sanctions followed an investigation by the WB’s Integrity Vice Presidency (INT), which is responsible for looking into allegations of fraud and corruption in bank-financed projects.

"The INT investigation uncovered evidence of a major cartel involving local and international firms bidding on contracts," World Bank said.

E.C. de Luna Construction Corp. and its proprietor Eduardo C. de Luna were permanently barred from participating in any bidding for WB funded projects. China Road and Bridge Corp. was banned for eight years; China State Construction Corp. and China Wu Yi Co. Ltd. for six years; China Geo-Engineering Corp, for five years; and Cavite Ideal International Construction and Development Corp. and CM Pancho Construction for four years.

Dongsung Construction Co. Ltd. was blacklisted for four years last August for fraudulent and corrupt practices in the same road program.

In November 2006, a WB technical team found traces of bid rigging in one contract package.

The irregularities stalled the release of $232 million World Bank funding for the road program’s second phase two years ago.

The WB said it rejected two large road contracts worth $33 million between 2003 and 2006 because of excessive pricing in three rounds of bidding.

"We will have to look into it since this is a World Bank debarment," said Public Works Undersecretary Manuel Bonoan.

Bonoan said they will review the effect of the blacklisting to non-WB projects.

"We will have to look into it since this is a policy decision. We need to look into the merits of the WB investigation and check on the details since the debarment process was an initiative of the World Bank," he said.
