Eastern Samar has Sec. Libanan and Gov. Evardone. (Western) Samar has Justice Nachura and Sec. Claudio. All of this four Samarnons that reached national prominence are all niño bonitos to the President. That's why I'm wondering too, why the other hospitals are being taken care of and nothing to the Samar Provincial Hospital? At least the guys from E. Samar was able to deliver something to their province thru their influence and I give them a credit for that. While their counter part from W. Samar can not. Does this mean they don't have influence, or unable to whisper to the President to ask help for their province or... they just don't care?

I hope that you have made the final line up of your party as well as the strategies that I told you. Likewise, you have already the Campaign Manager, the Fund Raising In Charge, the Political Advisers that include the Student Leaders in every Colleges and Universities and so on and so forth. It would be advisable if you start now to campaign so your chance will be better. It's only about one year and three months to go before the election in 2010. Have you made that Contract with the People of Samar ready? Also, I did advise you to look for a speech writer in English and Waray dialect. It would really help you in your future campaign to the respective barangays, towns, cities and schools.

I want you to video tape all your speeches especially in waray dialect to be distributed to the student leaders for them to show to the barrio folks. It should be one the best speeches that will convince them to vote for you.

Last but not the least, you should convince and let the professionals, balikbayans, Church Leaders, Business Leaders and ordinary citizens who are not only independent but are against status quo, traditional politicians and corruptions in government.

I would like to make it clear that the province that we are referring to is WESTERN SAMAR. I may not have gone to the North and the East during election period but in Samar (meaning the West) as North Samar is referred to as Northern Samar and East Samar is Eastern Samar in official communication vote buying is colossal in Samar and no place in the entire country will beat the overwhelming buying of votes in Samar (Western). This is the main problem that we will have to overcome if we really want to change the political landscape of the entire province. It will be a gargantuan task to change Samar and the time to change is NOW. The undertaking is huge as our opponents are filthy rich we will be like David trying to conquer a GOLIATH but with divine metamorphosis and the support of all the loving waraynon all over the globe we will beat the odds because of our yearning to change Samar. Waray na mga kawatanes, waray na mga corrupt, waray na mga 15 & 30 nga mga empleyado, hilabi na an mga ghost employees.

We will institute short, middle and long term MICRO ECONOMIC REFORMS to skirmish with the global ECONOMIC MELTDOWN, Hagi of the East recommended some which we will refer to the Committee in-charge of the economic reforms of the province for further study and subsequent inclusion with our 9-Point Agenda if feasible.

Progress and development in our impoverished province is on the brink of realization. God bless us all…

Pardon my jump to another topics, I just have some question.

In the news in this site that 3 government hospitals in Eastern Visayas has under upgrading under Mrs. Arroyo's Hospital Upgrading Program.

Why is it that the Samar Provincial Hospital has always been neglected by this kind of opportunity? When someone in the national leadership visited the region, their always route for development proposals has always been from Tacloban to North Samar, or Tacloban to East Samar, why not drop a single assistance to Samar, particularly in the helpless poor Samarnons, the hospitals that has no enough medicines, clean beddings and rooms, etc? As I noticed, correct me if I am wrong, while other towns enjoys those kind of asssistance, Samar has always been neglected. Do you think the president is taking easy for this since she lost her presidency against FPJ in this Samar? Do you think one of these reasons is the uncapability of Samar officials to beg, or ask some help to those in power in the Malacanang?

Sabagay, no wonder for this, kung yung budget nga ng probinsya binubulsa lang, yung pa kayang hihingi sila kung di rin ibulsa lang. Kawawa tyo sa samar. Change is the Keyword!

I'm sorry this won't be the last message I will be writing here. Last time in my previous message to you, I wasn't really free because someone was distracting me and I did some mess in my first and second paragraph. It was my little two year old grandson who wanted to play my PC. Knowing my room is always closed for him when I use it, he comes and keep on knocking all the time. By the way, I would like to reiterate my advice I did give you and that's to pull out all your resources to convince students as well as young voters. As much as possible have a scheduled speaking engagement in every school campus. What Pres. Obama did is to get more young people eligible or qualified to vote to register. If you can do this it will increase your chance to be elected.

Another advice I would like to give is focus your strategy on the poor families on how to convince them to vote for you. Even if the minds of these poor people are fixed because they are the usual recipients of vote buying in the past elections, you can convince them to vote for you in a discreet manner without the knowledge of the vote buyers. It happened already in many elections like the one Marcos vs. Aquino. The voters received the money but they voted Aquino. What the voters did when asked whom to vote, they said Marcos but in actual voting they voted Aquino.

Also, women especially mothers are more sensitive and passionate for a change if they will feel you can give more hope to the future of their children. It will be good if you can have an strategy to organize mothers for change. It's more women who supported and helped Obama than the men to go on house to house campaigning. You got to have good line up and the best campaign advisers. Start now to look for a Campaign Manager and the In-charge of Campaign Fund Raising who is expert on this field or job. Although I'm a little worried but very optimistic you can win this Governorship in Samar. Thank you.

General Statement of This Covenant and its Objectives

1) Your program of government which can be divided into:

a) Short term plan (duration between 6 to 12 months upon assumption of office) e.g. Micro economic reforms – enjoined all market vendors and stall owners for a savings plan (in order to generate savings for improvement, rehabilitation of the public market, market capitalization, re-lending and other income generating initiatives) to be administered and supervise by the office of the governor with two trustees nominated or elected by stall owners and vendors. This in effect transforms stall owners and vendors as co-owners of the public market and its economic returns thereof.

b) Middle term plan (from 1st year towards the end of term of office) Business rapport and a continuing dialogue between the office of the Governor ( can be designated to your Chief of Staff or Action Officer) when your time will not allow you to attend these regular meetings to listen, iron-out ways and means for the conducive conduct of their businesses in the province. Business tax incentives can be introduce in order for them to increase their capital outlays.

These are suggestions that you either adopt or not, but in any case, I have given my ‘piece of mind’ because my honest intention here is to help in any way I can to all my fellow waray-warays.

Your main thrust here is for the marked economic improvement of the province in the shortest possible time. That is the reason why devising plans, pursuits and strategies must be of the highest priorities to be undertaken so that whatever economic benefits that may be derived from these, would flow eventually to the ordinary waray-waray. If need be, that you have to knock in every door of every business enterprise to woo and win the minds of the small and medium businessmen in the province, you must do it during the initial time of your term of office. From the very start I have been consistent in my stand to CHANGE the political landscape of Samar and I will not succumb to any pressure because I lack the necessary ammunition to mount a province wide campaign. If we really are for the NEEDED CHANGE we have to be upright even for the 2010 Election because if we will be able to install a Governor without buying a single vote then that will be the start of a dream that we've been yearning to have for our impoverished province, then the reign of power will be transferred from spotless qualified but unrelated province mate every election period.

If given the opportunity we will do away with kurakots, because Kawatanes begets kawatanes, corrupt, ninnies and nincompoops, these are the characteristics of a typical traditional politician and we know who these people are. They are the moneyed people that Paolo of Calbayog/Catbalogan wants to run because they are sure of winning.
