On Embang Serfino as
Confidential Assistant of Sharee Ann Tan:
I didn't know that the
popular and beloved Mana Embang, the perennial emcee of Catbalogan,
is working with Rep. Sharee Ann Tan. I am consoled that she has some
influence on the young congresswoman. I believe that Mrs. Serfino is
competent and credible. She could guide the career of an
inexperienced legislator.
While Mrs. Serfino is
highly esteemed in Catbalogan, Fely Castillo of USA complains that
she is unprincipled. I do not think that Mana Embang is
unprincipled. In fact, she's the one who stands as the conscience to
her boss. But, as to whether her boss listens to her is another
matter. She is simply being dragged into the poor performance of her
boss.
Mrs. Serfino is only
guilty of association with the incompetent Tan dynasty. I do not
know why she accepted the position as confidential assistant because
only she can answer that. The same question was asked why the highly
respected Sec. Esperanza Cabral, former UP-PGH head, of DSWD
remained with the Arroyo presidency. Guilty by association is
difficult to erase in the minds of the public. In the world of
auditors, there are two faces of independence: independence in fact
and independence in appearance. Applying the same concept, one's
guilt is either by fact or by appearance. I strongly believe that
Mrs. Serfino and Sec. Cabral are merely guilty by appearance.
My challenge to
Desiderata, defender of the honor of Mrs. Serfino, is to convince
Mrs. Serfino to relay to Rep. Sharee Ann Tan for her office to be
transparent and competent. I know that Mrs. Serfino's strengths are
in communications. She has served as PIA provincial director before.
Can they publish what they did with the more than Php 140 million
that were Rep. Tan's pork barrel share in the two years that she
held office? Can they come up with a website so they can show how
the lady legislator is voting or reacting on issues of national
concern? Can they enumerate the substantial things that the office
of Rep. Tan has done in her more than 2 years as congresswoman? Can
they spell out the difference, if there is any, to her performance
compared to that of Cata or Eddie?
Sad to say, I know that
the performance of Rep. Tan is as dismal as her predecessors.
Instead of dealing with the real issues, she continues to perpetrate
the "Wowowee"-style of governance of her mother---raffle draws, dole
out politics, and bugas-ngan-delata delivery. Is Samar better off
with both Sharee Ann and Mila on Samar's throne than say two years
ago? The sad answer is a big NO.

Arrogance Begets Public
Disapproval
The House of
Representatives' arrogant show of power in the dead of the night
convening itself as a constituent assembly sans the participation of
the Senate is reminiscent of Batasang Pambansa's proclamation of
Marcos as president in 1986 and the Senate's refusal to open the the
envelope believed to contain damaging evidence against President
Estrada in 2001. Both actions were done in haste and with the use of
sheer force of the ruling majority. Both were done by the bully
majority against a weak and marginalized minority. Both historical
events supposedly were to protect the incumbent presidents but both
turned out to be the rallying points that caused the collapse of the
Marcos dictatorship and the demise of Erap's presidency.
The problem with Arroyo's
allies in the House is their thick-faced arrogance of power. No less
than the presidential son, Rep. Mikey Arroyo, was in the forefront
of the house resolution that would open the constitution to changes
that would benefit the sitting president and the members of the
House of Representatives via term extension, removal of term limits,
and other political accommodations.
A Constituent Assembly
mode of changing the constitution is supposed to be done by both
houses of congress, the Senate and the House of Representatives, but
the bully congressmen think that they could dispense the Senate.
Cockiness and haughtiness are in the minds of the ruling majority.
They know that they could do what they want since they have the
numbers to back their actions. And, maybe because they know that the
recent retirement of justices who were opposed to illegal modes of
constitutional changes opens a new window of opportunity. They know
that they now have the upperhand to appoint justices who would
merely kowtow to the request of the administration. After all the
battle royale will be fought in the Supreme Court. To date, only 3
justices of the 15-member tribunal are not Arroyo appointees. I
think that only Chief Justice Puno (Ramos appointee), Justice
Quisumbing (Ramos appointee), and Ynares-Santiago (Estrada
appointee) and the maverick Justice Antonio Carpio (Arroyo
appointee) will be the four hardcore defenders of the constitution.
Justices Austria-Martinez, Corona, Carpio-Morales, Chico-Nazario,
Velasco, Nachura, Leonardo-De Castro, Brion, Peralta, and the new
justices that would replace Justices Azcuna and Tinga will most
likely vote to uphold the theory of the House of Representatives.
Pres. Arroyo must be
smiling in disbelief how easy it is for her to extend her term of
office. Incidentally, her Political Adviser Gabriel Claudio is a
samarnon. Amazingly, every single move was calculated and staged.
GMA calls for the merger of Lakas and Kampi last Thursday, less than
a week later the House rams a resolution convening itself as a
Constituent Assembly with or without the participation of the Senate
since they believe that the voting for changes in the charter should
be jointly and not separately.
Timing is everything. The
Senate is busy trying its own member Senator Manny Villar and
hearing the cheesy sex scandal of Kho and Halili. This coming
weekend on the birthday of Sen. Panfilo Lacson, another bitter
critic of the administration, Col. Cesar Mancao will be arriving
from the US to testify against Lacson for his alleged involvement in
the Dacer-Corbito murder. While the Senate is in disarray, the House
will make sure that the CON-ASS will deliver the CHA-CHA to the
enjoyment of GMA and her cohorts.
Even the broad spectrum of
the opposition is splintered with so many presidential candidates.
Divide and conquer is the tactic of the administration. With a
splintered opposition, a disorderly senate, a compliant Supreme
Court, an evil administration, and a complacent public, GMA and her
cohorts will continue to push their luck further and further.
However, they should learn
the basics of history. At the height of Marcos' arrogance, he was
humbled when the public claimed the seat of power and showed him the
exit door by flying a helicopter to his exile in Hawaii. At the
height of Estrada's oozing confidence, he was humiliated to get out
of Malacanang via boat thru the Pasig River to his exile in jail and
his Tanay resthouse. Will Arroyo's haughtiness hasten her retirement
to oblivion? Well, the two former presidents were taken by a chopper
and a boat.. Will she be dragged in a kariton when it's her turn to
repeat the same mistake committed by her predecessors.
It's all deja vu. It is a
perfect example of history repeating itself.

Castillo’s scathing remarks as contained in her message dated 16 May
2009 on Mrs. Embang Serfino’s “principios” reek with the puritanical
bigotry of the Salem Witch Hunt and the infamy of the Inquisition.
For someone who seems so far away yet so concerned with the mundane
world of local politics, kibitzer Fely Castillo is, for one,
pompously trivial, the reason why until now nobody takes notice of
her rumblings. Were it not for the “holier-than-thou” stance she
expended in castigating Mrs.. Serfino, I would not bother myself to
adopt a defense. While Ms. Castillo can assume any position of
calisthenics in besmirching Mila Tan and her daughter Sharee Ann,
she should have at least the sensibility to consider that Mrs.
Serfino is not an elected public official and no longer a public
servant, for she retired from the service a couple years ago or so,
and her services with Sharee Ann as confidential assistant is on a
co-terminus status. May I ask Ms. Castillo, what did Mrs. Serfino do
to her or to the Samareños to deserve her public condemnation? The
most decent thing that Fely Castillo can do to Mrs. Serfino is to
publicly apologize.

Look at the picture
The frontpage picture on a
mass wedding sponsored by the 14th Infantry Battalion (Avenger) of
the 8th Infantry Division as part of their 36th Founding Anniversary
celebration has some odd images that are totally outrageous. The PR
Officer of this battalion must have not properly reviewed the
picture with two of the brides bulging in their last trimester of
pregnancies. What has this picture paints? Well, it tries to tell
the whole world that members of the 14th IB of the 8ID are not truly
military gentlemen---ones who uphold the virtues of chastity, rights
and welfare of women, and their own personal discipline.
Mr. PR man, please be
careful next time.

The Philippine Senate
headed by Senator Ponci Enrile ignorantly is proposing a law to
outlaw internet sex video much less internet hacking. Who could be
the most ignorant in the world than an old man himself who possibly
depended his secretary all his life to perform office work? Even the
NPA command and control nationwide which heavily use encrypted and
discreet computer systems, our AFP cannot even make a dent. I bet

Kho-Halili Senate Drama
It is so disgusting
watching the whole Kho-Halili drama at the Senate the other day. You
have a purely criminal case paraded to the whole nation as a hearing
in aid of legislation. Dr. Kho should be charged in the proper legal
forum instead of having him face the senate. The thing is the whole
episode only added insult to the injury suffered by Katrina Halili.
It is so sad that we have politicians who are acting like screen
actors and we have actors who are acting like politicians. The
proper treatment would have to exclude the public of the hearing if
the intent was to really hear the story of the crime perpetrated and
to eventually craft legislation that would prevent, penalize, or
criminalize the video-recording of private sexual encounters for
public consumption. Having a public hearing only eroded the
credibility of the senate. But the intent was not in aid of
legislation but merely a platform for incompetent legislators to
parade their thirst for media mileage.
Take for instance the
bully Sen. Jinggoy Estrada, he castigated a lawyer by using his
mantra of "since I am a senator, you have no right to question my
ruling." A grade 1 pupil can easily beat Jinggoy in a debate. Since
he could not justify the "media-hungry" stand of the committee, he
resorted to his bully rhetoric. Having an unggoy instead of Jinggoy
in the senate is probably better. My goodness, can we put an end to
this Estrada nightmare in our national life? I hope that we no
longer elect another member of the Estrada family into national
office.
Another comic is Sen.
Ramon "Bong" Revilla. He denounced that Abner Afuang's dousing
Hayden Kho with water was a mere "scripted" gimmick of the Kho camp.
He later apologized for his stupid remarks when he later heard that
Afuang was really mad at Kho's lewd acts. Remember that it was this
studpid clone of his father, unfortunately another former senator,
who brought this whole scam into the fore of the senate. Truth to
tell, Sen. Revilla has no moral ascendancy to denounce the abuse
perpetrated by Hayden Kho because he himself is another womanizer
who have been fooling with his legal wife. It is public knowledge
that the chinky-eyed senator has begotten children out of his own
marriage. When he uttered the word "scripted," I simply laughed
because he was merely explaining how scripted his "privilege speech"
and public acts as well. When a senator follows order from another
scam queen, Lolit Solis, his manager, I don't think that he is
credible. Since Bong Revilla is salivating the vice presidency or
another comeback to the Senate next year, can we all just padlock
his chances? Why vote for somebody whose major accomplishment is
delivering a speech denouncing a sex scandal? Erap is better as a
senator because he authored the Carabao Bill but incompetent fellows
of Erap like Lito Lapid, Bong Revilla, and Jinggoy Estrada have not
authored even a single major legislation. Talk about "scripted?"
Also, the chair Senator
Madrigal is another media hungry lady. When she banged the gavel and
reminded Katrina Halili to refrain from using foul language against
Kho, I was reminded of her own verbal abuse against Gilbert Remulla
spewing invectives like "lintik na itik na talunang manok,"
"corruption king of Cavite," "Landgrabber of Cavite," and others. If
a senator like Madrigal supposedly coming from a respectable family
can utter those unparliamentary language, how can she impose that on
Katrina Halili? This lady also wants to be vice president of Ping
Lacson. She is really mad these days because Manny Villar keeps on
snubbing her and Gilbert Remulla filed a case against her and her
heiress aunt Chito Madrigal did not give her a dime when she died.
Now, Hayden Kho should
face the proper forum to answer for his unathorized recording of his
sexual explorations. He should use his sexual fantasies in the
Bilibid. The NBI should file the necessary charges against him. The
Philippine Medical Association in conjunction with the Professional
Regulation Commission should start the hearing of revoking his
medical license. The Optical Media Board should stop the
proliferation of the pirated DVDs of the Kho-Halili & others sexual
encounters. The Philippine Senate should focus on more important
legislations instead of trying to grab some media mileage out of all
this sexual scandal.
The real news like the the
ethics case of Sen. Manny Villar, the merger of Lakas and Kampi, and
the swine flu pandemic have all been swept to the sidelines because
of the sexual scandal. To me, the senate should lead the public to
focus on issues that of great national concerns and not merely
follow the public for its own interest in media mileage and public
voyeurism. Enough of this Kho-Halili episode and let us focus on
other issues that affects the ability of Juan dela Cruz or Mang
Pandoy to eat three meals a day, a roof over his head, a shirt over
his back, and the opportunity for his kids to attend schools this
June.
Are they discussing these
pressing issues? No, they are all into showbiz!

unselfish desire like that of Capt. Balasbas.
I think it is now time for
all of us Samarnons in the 2nd district of Samar to ask our lady
representative Sharee Ann Tan to account for the Php 140 million (Php
70 million per year) pork barrel fund that she got from the national
government. How did she allocate the money and could she show us
some proof? With another Php 70 million coming for her third year of
her first term, we should hold her accountable before the entire Php
210 million will just be another sham.
Where's the beef, Sharee
Ann? Recently, she claimed that she is among the 10 poorest
congressmen of the country with less than Php 3 million in net
assets. Being the youngest, she deserves to be there but we should
collectively ask her to show us what she has done differently from
her predecessor.
Maybe the local media
should become the watchdog of the people instead of acting as the
lapdog of the politicians. They should ask our public officials how
they spent the taxpayers' money instead of asking our public
officials their AC/DC (Attack and Collect/Defend and Collect) fees.
Can Isog Han Samar ask
those hard questions to our public officials? Where's the beef? Show
us some proof!

I'm still locked up with my former employer in Subic to get the
money that I am going to utilize initially to finance the creation
of our campaign Hqs in Catbalogan and in Calbayog not to mention the
mobilization of our volunteers. For more than one (1) month I
have'nt read my email. Anyway Doc Doming is a dear friend and a
neighbor in Guinsorongan during our elementary days. They originated
from Bagacay, Daram, Samar.
With respect to the problem of penetrating highlands inorder to echo
the problems of graft and corruption in the urban centers being
perpetrated by the TRAPOS, the military has its civil military arm.
Community organizers can communicate with the 8th ID and together
they can conduct CMO and convince the NPA's to work hand in hand for
peace, progress and development especially those in the hinterlands
of Samar.
I cannot yet proceed to Samar to start a no non sense campaign
because I am still in the process of raising funds to sustain our
campaign activities from start to finish. I will keep you posted for
the progress of our vote-seeking activities province wide.
