CAMP DOWNES, Ormoc City – The municipality of Macrohon, Southern Leyte was declared being in a Stable Internal Peace and Security Condition (SIPSC) yesterday, June 24, 2024 following the same declaration of its neighboring town of Bontoc on May 6, 2024.

The municipality of Macrohon was cleared of Communist Terrorist Group (CTG) influence in 2010 and since then have achieved dormant or inactive level of insurgency status.

The declaration ceremony was attended by key municipal officials headed by Hon. Alan Jose K. Aroy, Mayor and Chairman, Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of Macrohon. Also in attendance were the Barangay Captains of the 30 Barangays, members of the Municipal Peace and Order Council of Macrohon and friends from the media.

Meanwhile, senior military and police officials were also present to witness the formal signing of the declaration such as Brigadier General Noel A. Vetuir, Brigade Commander of the 802nd Infantry (Peerless) Brigade, Lieutenant Colonel Edgar A. Gabia, Commanding Officer of the 14th Infantry (Avenger) Battalion, and Police Major Wilson Hilvano, Force Commander, 1st Southern Leyte Police Mobile Force Company representing the Southern Leyte Provincial Police Office.

The highlight of the event was the signing of the Memorandum of Understanding (MOU) and Pledge of Commitment to sustain the peace that is being enjoyed by the people of Macrohon.

Mayor Aroy expressed his town's gratitude to all stakeholders who were instrumental in achieving the state of SIPSC in Macrohon. He emphasized that this milestone paves the way for further progress in the municipality, enhancing the quality of life for its constituents. The Philippine Army, Philippine National Police, and the DILG reaffirmed their strong support and commitment to maintain stable peace and security in Macrohon.

Brigadier General Noel A. Vestuir commended the local government unit of Macrohon and other stakeholders for their unwavering support and commitment in upholding a safe and peaceful environment.

“The municipality of Macrohon has long been peaceful, hence the declaration of Stable Internal Peace and Security Condition in Macrohon is just a formal and official manifestation of commitment of local leaders and people to sustain the peace and never allow any threat groups to gain foothold in their municipality.” Vestuir said.

Vestuir emphasized the cooperation and efforts of local government entities in achieving a peaceful and secure communities.. “The SIPSC declaration is a testament to all stakeholders' collective efforts and commitment to peace, unity, and progress. It highlights the importance of embracing peace and working together to achieve reconciliation, pursue development and people’s collectively stand of being inhospitable to the CPP-NPA-NDF and its allies in the Municipality of Macrohon,” Vestuir concluded.

 

 

 

 

NMP hosts Maritime Research Forum 2024, reveals strategic roadmap

TACLOBAN CITY – The National Maritime Polytechnic (NMP) successfully held its Maritime Research Forum at Hotel H2O in Manila on June 20, 2024. The event, themed "Charting the Future of Maritime Education and Training through Collaborative Research," gathered 98 industry stakeholders from government agencies, maritime education and training institutions (METIs), shipping companies and crewing agencies, maritime organizations, and Filipino seafarers.

Held in conjunction with the agency's annual observance of the Day of Seafarers on June 25, the forum provided a platform to present two significant research studies conducted by NMP in 2023: "Assessing the Mental Health and Well-being of Filipino Seafarers" and "Investments in Distance Learning in Philippine Maritime Training Institutions."

Moreover, the forum revealed NMP's future strategic plans with the presentation of the NMP's Research Agenda and its Maritime Training Course Development Plan for CY 2025-2027. Stakeholders were invited to participate in and contribute to these research and training initiatives to ensure their relevance and effectiveness.

In his welcome address, NMP Executive Director Victor A. Del Rosario highlighted the activity's role in developing collaborative strategies to tackle the maritime industry's dynamic challenges.

"This forum serves as a platform for knowledge sharing, where NMP will present and validate significant research findings, explore their implications for policy and program development, and collaboratively create strategies to meet the evolving needs of our maritime industry. It is an opportunity to engage with thought leaders, industry experts, and policymakers, fostering a collective vision for a stronger and more resilient maritime sector," he stated.

During the keynote address delivered by Atty. Jerome T. Pampolina, Assistant Secretary for Sea-based OFW Concerns of the Department of Migrant Workers (DMW), on behalf of DMW Secretary Hans Leo J. Candac, the critical importance of research in shaping the future of maritime education and welfare was underscored.

"Every life at sea matters, and every Filipino seafarer is invaluable. The insights from these research endeavors by our esteemed colleagues at NMP will guide the formulation of programs and policies aimed at enhancing the capabilities and improving the welfare of our Filipino seafarers," he disclosed.

Meanwhile, Deputy Executive Director Mayla N. Macadawan reiterated the importance of collaboration and continuous improvement in maritime education and training during her closing remarks. She also expressed heartfelt gratitude to all participants for their invaluable contributions and encouraged ongoing cooperation to ensure the success of future initiatives.

"As we move forward, let us transform our insights into actions, our discussions into policies, and our collaborations into lasting partnerships. Together, we can navigate the challenges ahead and chart a brighter, more prosperous future for the maritime sector," she concluded.

Following the presentation of the 2 completed researches, an open forum session facilitated a dynamic exchange of ideas among participants. Participants from various sectors were actively engaged in the discussions, sharing their insights and asking pertinent questions related to the research findings.

Through these collaborative efforts, NMP reaffirms its commitment to pioneering advancements in maritime education and training, aimed at empowering Filipino seafarers and cultivating a highly skilled and competitive maritime workforce.

SAN PABLO CITY – CARD-MRI Development Institute, Inc. (CMDI) holds its 6th Senior High School Commencement Exercises with the theme “Kabataang Pilipino para sa Matatag na Kinabukasan ng Bagong Pilipinas.” The CMDI Bay Campus held its SHS graduation at CMDI Bay 2 Gymnasium, Brgy. Tranca, Bay, Laguna, on June 1, 2024. Meanwhile, the Tagum Campus SHS graduation happened at CMDI Tagum Gymnasium, Brgy. Mankilam, Tagum City on June 4, 2024.

A total of 415 students from both campuses have completed their senior high school education.

"As you start a new chapter in life, carry the learning and experiences you have gathered from CMDI, including the friendships and social networks you have built. These learnings will also shape your future and the next chapters of your life," Founder and Chairman Dr. Jaime Aristotle Alip reminded the graduates.

He also encourages students to continue their studies and obtain their degrees. However, if they need to work, the door of CARD MRI is wide open, and fresh graduates are welcome to join in the mission of eradicating poverty in the country.

CMDI also offers college courses such as Bachelor of Science in Entrepreneurship, specializing in Microfinance, Bachelor of Science in Accountancy, Bachelor of Science in Information Systems, Bachelor of Science in Accounting Information Systems, and Bachelor of Science in Tourism Management.

Evangelene Pallen was recognized as the valedictorian of the CMDI Bay Campus, while Renzyle Jade Zafra was the valedictorian of the CMDI Tagum Campus.

Dr. Gerlie Ilagan, the School Division Superintendent of the DepEd-Division of San Pablo City, was the guest speaker for the program. Samar I is constructing road in Brgys. Limarayon to Kili-kili, Calbayog City

CALBAYOG CITY – A road is being constructed from Barangays Limarayon to Kili-kili in Calbayog City funded under the General Appropriations Act (GAA) FY 2024.

This project with the contract amount of P39.2 million will have a 1.3866 lane kilometer of Portland Cement Concrete Pavement (PCCP) with a width of 6.1 meters and shoulder of the same length with a width of one (1) meter on both sides (left and right). Additional works would be stone masonry that will be built on areas with steep slope as well as 107 pcs. of single-arm solar LED lights as roadway lighting.

Increasing the connectivity of roads in an area will create a safer system for vehicles, pedestrians or any kind of transportation that locals use such as “habal-habal”. It also helps to reduce decongestion on highways or main roads and improve travel efficiency because it offers different routes to specific destinations.

TACLOBAN CITY – The recent research study conducted by the National Maritime Polytechnic titled "Assessing the Mental Health and Well-being of Filipino Seafarers" has revealed significant data on the prevalence of mental disorders and suicides among Filipino seafarers, highlighting the critical need for targeted interventions and support.

From 2018 to 2022, 189 Filipino seafarers were diagnosed with mental disorders, with cases steadily increasing each year: 23 in 2018, 25 in 2019, 34 in 2020, 43 in 2021, and 64 in 2022. Anxiety disorders (46.03%) and depressive disorders (38.62%) were the most common, followed by schizophrenia (6.35%) and post-traumatic stress disorder (6.35%).

Suicide cases saw a concerning rise, from 1 case in 2018 to 9 cases in 2022, marking seafaring as one of the professions with high suicide risks. The pandemic exacerbated mental health issues, with increased reports of stress, anxiety, and depression among seafarers. The isolation and extended contracts due to travel restrictions contributed significantly to their mental strain.

The study also found variations in mental health issues based on the type of vessel, with Filipino seafarers diagnosed with mental disorders from 2018-2022 being deployed on board passenger vessels (33.33%), dry cargo vessels (24.34%), tanker vessels (24.34%), and bulk carrier vessels (11.64%).

Age group analysis revealed that seafarers aged 30-39 (42.86%) were most affected, followed by those aged 40-49 (25.93%) and aged 20-29 (20.63%). Major factors contributing to mental health disorders included marital and family conflicts (54.17%), work-related stress (39.58%), and adjustment issues to the work environment (20.84%).

The study highlights key recommendations to address rising mental health issues among Filipino seafarers. It suggests continuing further studies, including data collection in 2023 and beyond, and collaborating with maritime-related government agencies for more precise data. The study calls for government-led mental health seminars tailored for seafarers & their families, and advocates mandatory mental health training for new hires in shipping companies and crewing agencies. It also recommends hiring dedicated Crew Welfare or Mental Health Liaison Officers onboard. Lastly, the study emphasizes creating targeted programs to prevent anxiety and depression, aiming to foster a supportive environment for seafarers' well-being and sustainability in the maritime industry.

These recommendations underscore the urgent need for collaborative action across the maritime industry and government sectors to prioritize the mental well-being of Filipino seafarers. Implementing these measures is crucial to creating a supportive environment that not only safeguards the mental health of our seafarers but also enhances their resilience and maximizes their contributions to global maritime operations. Swift and decisive action is imperative to ensure a sustainable and healthy future for this essential workforce.

 

 

 

 

Communist terrorist rebel killed, 3 firearms seized; Soldier sacrifices life in pursuit of lasting peace in Eastern Visayas

CAMP LUKBAN, Catbalogan City – A member of the Communist Terrorist Group (CTG) was killed, and three high-powered firearms were seized in an armed encounter at the remote outskirts of Brgy. Hitapi-an, Catubig, Northern Samar, on June 23, 2024.

The troops of 20th Infantry “We Lead” Battalion, 8th Infantry "Stormtroopers" Division, Philippine Army conducted focused military operations in response to reports from concerned citizens regarding extortion activities in their localities targeting local residents and farmers.

The troops encountered a small group of CTG members, resulting to a 15-minute firefight. The rebels are believed to be remnants of the Sub-Regional Guerilla Unit (SRGU) of the Front Committee-15, Sub-Regional Committee (SRC) ARCTIC, Eastern Visayas Regional Party Committee (EVRPC).

Following the firefight, the CTG rebels retreated, leaving behind their deceased member identified as Lino Pajanustan Norcio alias Kidlat who’s remains are forwarded to the Philippine National Police Scene of Crime Operations (SOCO).

The government troops seized two M16 rifles and one R4 rifle.

The 20th Infantry Battalion, commanding officer, Lt. Col. Richard P. Villaflor said that the group is known for intimidation, grave threats, and extortion from the local populace and small businesses in Northern Samar communities. They are also responsible for the recent harassment in Brgy. Manering, Catubig, Northern Samar, on June 1, which disrupted the ongoing community support program, indicating the CTGs' lack of community support and portraying them as lawless elements targeting vulnerable communities.

In a statement, Lt. Col. Villaflor reiterated the unit's unwavering commitment to protect the interests of the people in the municipality of Catubig and the Second District of Northern Samar. And called upon the continued support of the Nortehanons in achieving lasting peace and creating conditions for sustainable development.

"The government awaits you, ready to support your fresh start through the Enhanced Comprehensive Local Integration Program and other initiatives under Municipal Task Force - ELCAC and MTF Balik-Loob. Embrace this opportunity for a better future," Lt. Col. Villaflor added.

Catubig Municipal Mayor Solomon G. Vicencio expressed support for ending local communist armed conflict and insurgency problems in Northern Samar.

“Nananawagan ako sa lahat ng mga kapatid nating naliligaw pa rin ng landas at patuloy na nabibiktima ng maling ideolohiya, panahon na para magbalik-loob kayo sa gobyerno at umuwi kayo sa inyong mga tahanan. Panahon na para itigil ang armadong pakikibaka. Mananatiling bukas ang aming himpilan sa inyong pagbabalik. Sabay-sabay tayo sa pagsusulong nang tunay na kapayapaan at tuluy-tuloy na kaunlaran sa minamahal nating Catubig," said Mayor Vicencio.

In a separate incident, Sgt. Leo Jabinar heroically offered the ultimate sacrifice while serving the people of Eastern Visayas during an armed encounter with CTGs in Barangay Nagbac, Jiabong, Samar.

Sgt. Jabinar was deployed as part of the Mobile Community Support Sustainment Program team to facilitate the delivery of basic services. The MCSSP team were conducting pulong-pulong with the barangay officials and residents when they were fired upon by the CTGs.

Maj. Gen. Camilo Z. Ligayo, commander of the 8th Infantry Division, expressed his sympathy to the bereaved family and friends of the slain soldier and assured them that the troops' sacrifices will not be in vain as they will further intensify their efforts to eradicate communist terrorists in the area.

"His sacrifice will be remembered and honored by his comrades and this nation. His heroism and dedication will never be forgotten," Maj. Gen. Ligayo added.

TACLOBAN CITY – Provincial Agrarian Reform Program Officer II (PARPO II) Alfonso Catorce officially assumed office as the new head of the Department of Agrarian Reform (DAR) in Eastern Samar after his installation on Monday, June 10, this year.

Atty. Robert Anthony Yu, DAR Eastern Visayas Regional Director, formally installed Catorce to his new post following the issuance of Special Order No. 415, series of 2024 on May 9 by Agrarian Reform Secretary Conrado Estrella III.

Catorce, formerly the PARPO II of Western Samar, replaced PARPO II Danilo Lozada, who retired from government service recently.

Other officials installed on Monday included Western Samar PARPO I Segundino Pagliawan who was designated PARPO II and replaced Catorce based on the same special order.

Meanwhile, under Special Order No. 478, issued by Estrella on June 4 this year, Josefina Amande, Chief of the Program Beneficiaries Development Division (PBDD) in Western Samar, is designated PARPO I for the same province, while Municipal Agrarian Reform Program Officer (MARPO) Thelma Alfaro is designated PBDD chief.

Further, in Eastern Samar, under the same special order, Land Tenure Service Division chief, Edna Abing, is designated PARPO I in concurrent capacity, to fill in the vacuum vacated by Lorena Azura who also retired from government service recently.

Installation of Amande and Abing and turnover of responsibilities from the outgoing officials to the incoming ones were likewise done on the same occasion.

 

 

 

 

Almagro Circumferential Road gets additional road

CALBAYOG CITY – A road is recently constructed which is part of the Almagro Circumferential Road in the municipality of Almagro, Samar under the General Appropriations Act (GAA) FY 2024.

This project is part of the Tourism Road Infrastructure Program (TRIP) with a contract amount of P4.8 million.

The project worked on an additional Portland Cement Concrete Pavement (PCCP) from Barangay Poblacion to Sitio Malumlom that spanned 100 meters and has a width of 6.1 meters.

The said road is part of a bigger circumferential road project that will eventually connect all barangays of the said municipality which will provide ease in transport for vehicles and people to travel from one place to another. Apart from that, this will also boost their tourism attracting more visitors that will generate more income for the municipality.

CAMP DOWNES, Ormoc City – The people of Talalora in Samar declare their town in a state of Stable Internal Peace and Security Condition (SIPSC) today, June 21, 2024.

The declaration was graced by key local government officials led by Mayor Rosabel O. Costelo, Chairperson of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of Talalora. Also in attendance was the Municipal Local Government Officer Miss Edna C. Lumbre who represented the Department of Interior and Local Government (DILG).

The municipality of Talalora has already achieved a dormant or inactive level of insurgency status in 2019. Since then, there have been no reports of activities perpetrated by the New People’s Army (NPA).

Meanwhile, senior military and police officials were also present to witness the formal signing of the declaration. Brigadier General Noel A. Vestuir, Brigade Commander of the 802nd Infantry (Peerless) Brigade, and Lieutenant Colonel Eduardo I. Meclat Jr., Commanding Officer of the 63rd Infantry (Innovator) Battalion led the Army’s presence, and Police Lieutenant Colonel Alex C. Dang-aoen, Force Commander, 2nd Samar Police Mobile Company representing the Samar Provincial Police Office.

MPB at Calbayog District Hospital underway

CALBAYOG CITY – Samar First DEO is now constructing the multi-purpose building (MPB) at Calbayog District Hospital under the General Appropriations Act (GAA) FY 2023 with a contract amount of P59.11 million.

The goal of the said hospital is to work hand-in-hand with government in the achievement of good health for the people by providing the highest standards and ethics of hospital services and healthcare. These government-owned hospitals are built to cater to the local residents, taking care of their health and get access to treatments that will increase life expectancy in the community.

This MPB will consist of four building structures: an 8-bed capacity building which will be an extension of the Dialysis Center; the new OPD building; a blood bank; and storage building. All structures will have a PWD ramp, fire protection and alarm system as well as a toilet (except for the storage building).

These new facilities will offer additional treatment thus, people will get access to high-quality healthcare. There is also additional space to accommodate more patients that is important for human health and well-being.
