City – The 8th Infantry "Stormtroopers" Division, Philippine
Army, highlighted its key achievements in Eastern Visayas during the
1st Quarter Joint Regional Task Force 8 to End Local Communist Armed
Conflict (JRTF8-ELCAC) meeting, held at Tandaya Hall, Catbalogan
City, Samar, on March 6, 2025.
The meeting was presided
over by Department of Education (DepEd) Secretary Sonny Angara, who
also serves as the designated Cabinet Officer for Regional
Development and Security (CORDS) for Region 8. Angara emphasized the
crucial role of the education sector in addressing insurgency in the
region.
During the meeting, Joint
Task Force (JTF) Storm delivered an in-depth presentation on the
significant accomplishments of JRTF8-ELCAC, underscoring the
collective efforts of the 8ID and its partner agencies in combating
insurgency and promoting peace and security in Eastern Visayas.
JTF Storm reported
strengthened collaboration among the military, police, local
government units, and other stakeholders, leading to successful
initiatives such as the dismantling of guerrilla fronts, disruption
of illegal activities, and an improved security environment in the
region.
Since 2019, JTF Storm has
recorded: 461 combat engagements, 791 neutralized communist
terrorists, 1,124 firearms seized, 703 IHL-banned anti-personnel
mines recovered, and 620 hideouts discovered and dismantled.
The presentation also
highlighted significant progress in socioeconomic development and
humanitarian projects that have benefited communities previously
affected by armed conflict.
Undersecretary Ernesto
Torres Jr., represented by Alexander Umpar of the National Task
Force to End Local Communist Armed Conflict (NTF-ELCAC), reiterated
the importance of collaboration in addressing insurgency.
"We have achieved a
historic breakthrough. What once seemed impossible – the complete
dismantling of guerrilla fronts – has now become a reality. As we
review the milestones of past years, we recognize the significant
impact of initiatives such as the Barangay Development Program,"
Torres said.
Meanwhile, Major General
Adonis Ariel G. Orio, Commander of the 8ID, emphasized the
importance of continued collaboration and coordination among various
sectors to achieve lasting peace.
"The fight against
insurgency requires more than just military efforts; it demands a
comprehensive, whole-of-nation approach. We are fully committed to
supporting the government's initiatives to ensure a safer, more
prosperous future for the people of Eastern Visayas. Moving forward,
we will continue to enhance our collaboration with local government
units, law enforcement agencies, and civil society to build stronger
and more resilient communities," said Maj. Gen. Orio.
The meeting saw active
participation from various government officials, law enforcement
representatives, local government leaders, and key stakeholders,
whose collaboration remains crucial in the successful implementation
of peace and development programs across Eastern Visayas.
The 8ID’s active
participation in the 1st Quarter JRTF8-ELCAC meeting underscores its
commitment to sustained security and development efforts in the
region. Its contributions remain vital in addressing persistent
challenges posed by insurgency and other threats to peace and
stability.

FORT BONIFACIO, Taguig
City – The Philippine Army hosted the CORE 4 Technical Working
Group (TWG) Two-Star Level Meeting bringing together senior military
leaders from the Philippines, United States, Japan and Australia in
a high-level discussion at the Headquarters Philippine Army, Fort
Bonifacio, Taguig City from March 1 to March 2, 2025.
The high-level discussions
were attended by Brigadier General Dean Thompson (G3, Australian
Army), Maj. Gen. Scott Winter (G5, USARPAC), Col. Christopher Winn
(G5, MARFORPAC), Maj. Gen. Norimichi Shirakawa (G5, JGSDF), Brig.
Gen. Vicente MAP Blanco III (Deputy Commandant, Philippine Marine
Corps), and Maj. Gen. Leodevic B Guinid, Vice Commander of the
Philippine Army.
The meeting focused on
enhancing interoperability and aligning military exercises among
regional partners and allies, reinforcing collective defense
capabilities in the Indo-Pacific Region. Discussions emphasized the
importance of information sharing and mutual trust, recognizing
these as key pillars for effective multilateral cooperation.
Through this engagement,
CORE 4 member nations reaffirmed their commitment to strengthening
regional security and advancing operational synergy across their
land forces.
As part of the ongoing
commitment to regional security collaboration, the next CORE 4
engagement will take place in May 2025 in Hawaii during Land Forces
Pacific (LANPAC).
This forum will provide
another opportunity for participating nations to advance strategic
initiatives and further strengthen military partnerships in the
Indo-Pacific Region.
Inspection, visit, and
coordination meeting for Daang Maharlika projects conducted in Samar
2nd District Engineering Office

CATBALOGAN CITY –
An inspection, visit, and coordination meeting last February 24,
2025 was convened by Samar 2nd District Representative, Hon.
Reynolds Michael T. Tan, through his official representatives, in
collaboration with the Department of Public Works and Highways (DPWH)
Samar 2nd DEO led by District Engineer Herminio V. Gulmatico
together with the Regional Office personnel and staff, and project
engineers. The meeting, which took place at the Samar 2nd District
Engineering Office (DEO), was spearheaded by DPWH Assistant Regional
Director (ARD) Ma. Margarita C. Junia and attended by contractors
and their respective technical representatives involved in the Daang
Maharlika projects.
The gathering aimed to
assess the progress of ongoing infrastructure works along Daang
Maharlika and address any issues related to project implementation.
The discussions covered construction updates, adherence to project
timelines, and compliance with quality and safety standards. ARD
Junia emphasized the importance of coordination between all
stakeholders to ensure the successful completion of these vital road
projects that will significantly benefit the local communities and
motorists.
Contractors and technical
representatives presented updates on their respective contract
engagements, while DPWH personnel provided insights on project
management and technical concerns. The meeting also served as a
venue to reinforce accountability and collaboration among all
parties involved in the Daang Maharlika development project.

Tan, through his representatives, reaffirmed his commitment to
infrastructure development and his continued support for initiatives
that drive progress in the 2nd District of Samar. He acknowledged
the collective efforts of DPWH and all stakeholders in ensuring the

The Samar 2nd DEO, under

SAN PABLO CITY – MI
Healthcare Inc. (MHI), a member institution of CARD Mutually
Reinforcing Institutions (CARD MRI), introduced KayaMed, a micro-HMO
product, on January 31 and February 4, 2025, at Maharlika Square
Events Place, San Pablo City, Laguna.
KayaMed, the first
micro-HMO registered with the Insurance Commission in the
Philippines, assists clients with their medical needs and
facilitates cashless hospital payments for those covered under their
annual benefits.
During her opening
remarks, MI Healthcare Inc. Officer-in-Charge Rosita Abanto
expressed her excitement about launching their product, “KayaMed
provides affordable healthcare products for all Filipinos.”
The annual membership fee
costs P2,300.00, including the following benefits: In-Patient
P10,000.00, Out-Patient P5,000.00, Emergency P15,000.00, Surgical
P10,000.00, and Maternity P2,500.00.
During the event, six
raffle winners received the KayaMed micro-HMO. The winners were
microinsurance coordinators and CARD MRI clients: Lanie Zambales,
Julieta Panergayo, Victoria Jutic, Marie Grace Seballe, Nerissa
Galang, a CARD SME Bank client, and Thelma Dalisay, a CARD Bank
client.
As part of the program,
MHI Sales and Partnership Cath Piad provided a brief orientation
about KayaMed. In addition, Pioneer Operations Associate Medical
Director Dr. Dan Carreon provided some tips on how to avoid illness
and take care of oneself.

Micro HMOs are a more
micro approach to regular HMOs, which means affordable premiums with
acceptable health coverage. Unlike regular HMOs, micro-HMOs are more
affordable for clients with tight budgets.

Regional Peace and Order Council reports major accomplishment in
anti-insurgency efforts

City – The Regional Peace and Order Council (RPOC) of Eastern
Visayas convened its First Quarter Meeting on February 24, 2025 in
Tacloban City, highlighted the notable updates and achievements
regarding continuous anti-insurgency efforts and sustainance of
internal peace and security within the region.
Leading the event was RPOC
Chairperson and Mayor of Tacloban City, Alfred Romualdez, alongside
council members and officials from the 8th Infantry Division (8ID)
of the Philippine Army, Police Regional Office (PRO) VIII, the
Department of Interior and Local Government (DILG), and other member
agencies.
Colonel Ernesto R Dela
Rosa Jr., the 8ID's Assistant Chief of Staff for Operations,
provided a comprehensive updates to the council the Internal
Security Operations in Eastern Visayas.
Major General Adonis Ariel
G. Orio, Commander of the 8ID, notably mentioned that these
successes were the result of the united efforts of RPOC 8 member
agencies whose collaboration has been instrumental in the ongoing
fight against the remaining communist terrorist groups (CTGs) under
the Eastern Visayas Regional Party Committee (EVRPC).
"This year, our mission is
to achieve the total eradication of the EVRPC and secure a decisive
victory. This will be accomplished through significant strides in
our anti-insurgency operations, showcasing the formidable strength
of our collective commitment. Standing together as one, we are
laying the foundation for enduring peace and sustainable development
in Eastern Visayas." Maj. Gen. Orio emphasized.
52 newly trained
soldiers ready for deployment after completing combat training

City – The 8th Infantry "Stormtroopers" Division, Philippine
Army, welcomed a new batch of soldiers following their completion of
a 45-day training at Camp Eugenio Daza, Brgy. Fatima, Hinabangan,
Samar, on Feb. 19, 2025.
A total of 52 privates
composed of 51 males and a female graduated from Infantry
Orientation Training (INFOT), which began on January 6, 2025.
INFOT is designed to train
newly graduated soldiers to become members of an Infantry Squad and
Fire Team. The progressive course equips soldiers with the necessary
skills, knowledge, and attitudes for various Army operations.
The Assistant Chief of
Staff for Education and Training (G8), Colonel Luzelito Betinol, who
represented 8ID Commander Major General Adonis Ariel Orio, delivered
a message highlighting the importance of the training. He emphasized
that the new privates were not only trained for demanding combat
scenarios but also prepared for a mission crucial to bringing
lasting peace and sustainable development to Eastern Visayas.
“We are in a crucial phase
of our campaign to end insurgency. Every action you take will help
secure a better future for the people here, a future they truly
deserve. The work ahead will not be easy, but the impact you make
will resonate for generations,” Maj. Gen. Orio said.
Maj. Gen. Orio also
challenged the new privates to carry on with what they had learned
during their training.
“You are fulfilling a
responsibility much greater than yourselves, and we expect nothing
less than your best. The people depend on you, and we, your fellow
Stormtroopers, will stand with you in accomplishing this mission,”
Maj. Gen. Orio added.
The newly graduated
privates will be deployed to the 13 battalions under the 8th
Infantry Division to enhance the unit's operational readiness.
9 communist-terrorist
fighters surrender, 6 firearms seized in Eastern Visayas

CAMP LUKBAN, Catbalogan
City – The government's continuous efforts to address the
insurgency problem in Eastern Visayas continue to yield positive
results as nine Communist-Terrorist members from the Sub-Regional
Guerrilla Unit (SRGU), SRC Emporium, surrendered to the 19th
Infantry Battalion (19IB), 8th Infantry “Stormtroopers” Division,
Philippine Army, on February 13, 2025.
The surrenderees,
identified by their aliases Amboy, Jhonry, Lenlen, Adi, Bobby, Ostoy,
Boy, Nap, and Yutot, personally appeared at the 19th Infantry
Battalion headquarters in Barangay Opong, Catubig, Northern Samar.
According to the former
rebels, they decided to lay down their arms, abandon the armed
struggle, and return to the fold of the law due to severe hunger and
the loss of community support. Moreover, years of hardship and
disillusionment led them to seek a better life.
Along with their
surrender, the group turned over one R4 rifle, two M16 rifles, two
improvised M14 rifles, one carbine rifle, an anti-personnel mine,
and two bandoliers.
Lt. Col. Marvin A.
Maraggun, commander of the 19IB, emphasized that their surrender
highlights the dedication of security forces and local government
units in ensuring peace and prosperity in Northern Samar.
“These individuals made
the courageous decision to reject violence and embrace a future
where they can contribute positively to their communities,” Lt. Col.
Maraggun stated.
“We welcome them with open
arms and stand ready to support their reintegration into society,”
he added.
Maj. Gen. Adonis Ariel G.
Orio, commander of the 8ID, expressed that the government is ready
to help those rebels who wants to choose a peaceful life.
“We will continue our
efforts to bring peace, as we are all Filipinos. Our goal is to
reintegrate you into the community and show you what the government
has to offer, a better life and a peaceful environment. I hope this
marks the beginning of your new opportunities,” Maj. Gen. Orio
emphasized.
He also commended the 19IB
for its dedicated efforts and for successfully facilitating the
reintegration of the former rebels.
“This surrender represents
another victory in Northern Samar’s fight against insurgency. The
19IB remains committed to ensuring peace, security, and development
in the province,” Maj. Gen. Orio added.
Meanwhile, the 19IB is
coordinating with local government units to provide immediate cash
assistance and other benefits to the surrenderees. They are also
undergoing processing under the Local Social Integration Program (LSIP)
and the Enhanced Comprehensive Local Integration Program (E-CLIP).
Additionally, debriefing, healing, and reconciliation sessions are
being conducted to ensure their smooth reintegration into society.
NMP, PAMI seal pact to
advance maritime research

National Maritime Polytechnic (NMP) and the Philippine Association
of Maritime Institutions (PAMI) have formalized their commitment to
advancing maritime research through a Memorandum of Agreement (MOA)
signing held on February 13, 2025, at the Asian Institute of
Maritime Studies (AIMS), Pasay City.
The agreement solidifies
both institutions’ commitment to collaborative research effort aimed
at addressing priority issues in maritime education, ensuring
data-driven studies, policy recommendations, and innovations that
will benefit students, professionals, and various stakeholders in
the sector.
NMP Executive Director
III, Victor A. Del Rosario, underscored the importance of this
collaboration in strengthening the country’s maritime sector.
“This partnership with
PAMI is particularly significant as it bridges the gap between
academic research and policy implementation.” he said. “Our
collaboration will inform decisions that impact not only maritime
institutions but also the broader industry, reinforcing the
Philippines’ position as a leading provider of world-class maritime
professionals.”
Meanwhile, PAMI President,
Sabino Czar Cloma-Manglicmot II, expressed enthusiasm over the
agreement, highlighting the role of academic institutions in shaping
the future of the maritime workforce.
“We believe that through
research, we will be able to guide students and […] develop sound
policies and programs for our students, preparing them for a future
we have not seen yet. And this collaboration strengthens that
direction, strengthens that action.” he said.
The MOA signing was
witnessed by key officials from NMP, PAMI, and AIMS, led by Chief
Executive Officer, Felicito P. Dalaguete, Ed.D., who expressed their
support for the initiative.
Under the agreement, NMP
and PAMI will conduct joint research projects, organize
knowledge-sharing events, and explore innovative approaches in
maritime education and training.
This partnership
reinforces the shared commitment of NMP and PAMI in strengthening
the country’s maritime research landscape and ensuring continuous
development of the Philippine maritime sector.
8ID activates Task
Force HOPE-Eastern Visayas for secure 2025 National and Local
Elections

City – The 8th Infantry “Stormtroopers” Division, Philippine
Army, has officially activated the Task Force HOPE-Eastern Visayas
to ensure honest, orderly and secure National and Local Elections.
During the activation
ceremony on February 11, 2025, Colonel Arlino L. Sendaydiego,
commander of Task Force HOPE-EV, reaffirmed the task force's
commitment to maintain a safe and orderly environment for the
upcoming elections.
"Our team is dedicated to
support the Commission on Elections (COMELEC) and other agencies to
prevent unlawful acts that could threaten the democratic process. We
will remain vigilant in guarding against any emerging threats,” Col.
Sendaydiego said.
Task Force HOPE-EV will
focus on providing security in the Communist Terrorist
Group-affected areas, especially in voting centers. It will also
continue to support COMELEC, the Philippine National Police (PNP),
the Philippine Coast Guard (PCG), and the Bureau of Fire Protection
(BFP) on other security assistance during election-related
activities.
Additionally, the task
force will collaborate with local government units (LGUs) for
pre-election preparations. Likewise, it will also support efforts to
secure vital infrastructure for elections, strengthen voter
education campaigns, ensure adherence to safety and health
protocols, and coordinate with local and national stakeholders in
electoral activities.
Major General Adonis Ariel
G. Orio, commander of the 8ID, directed the members of Task Force
HOPE-EV to maintain the highest standards of integrity while
carrying out their duties to ensure peaceful elections in Eastern
Visayas.
"We are here to protect
and serve our fellow citizens in exercising democracy by voting. I
urge you to perform your duties with the utmost respect and
dedication. Always remain impartial and uphold the integrity of our
mission,” Maj. Gen. Orio emphasized.

Pre-construction
conference of DPWH Samar 2nd DEO together with the contractors

– The Department of Public Works and Highways (DPWH) Samar 2nd
District Engineering Office (DEO), led by District Engineer Herminio
V. Gulmatico, conducted a Pre-Construction Conference with
contractors to ensure the smooth and efficient implementation of
upcoming infrastructure projects in the district.
The meeting served as a
platform for discussing project guidelines, construction schedules,
quality control measures, and compliance with DPWH standards.
DE Gulmatico emphasized
the importance of timely project completion and adherence to
specifications to uphold the integrity of government infrastructure
projects.
Contractors were reminded
of their responsibilities, including safety protocols, environmental
considerations, project timelines, technical specifications, quality
control measures, coordination with stakeholders and compliance with
DPWH standards. The DPWH Samar 2nd DEO also underscored the need for
transparency and accountability in project execution.
The DPWH Samar 2nd DEO
remains committed to transparent and accountable project
implementation to benefit the people of Samar. This pre-construction
