DILG sets training to improve governance of barangay officials in Eastern Visayas

TACLOBAN CITY  –  The Department of the Interior and Local Government (DILG) here scheduled a training that will help barangay officials in Eastern Visayas improve their capability in governance.

In a report by Myles Joseph E. Colasito, Local Government Operations Officer (LGOO) V and at the same time Regional Information Officer (RIO) of DILG 8, he said that DILG is now ready for the second component of its training program for barangay officials under the Barangay Newly Elected Officials (BNEO) Component 2 or “Laying the Foundation”.

Colasito said that the three-day BNEO Component 2 training that will be conducted on-site in five to seven batches of barangays, reflected, Secretary Jesse M. Robredo’s priority thrusts to improve their way of governance.

He said that the training consists of four parts namely: 1) general orientation on barangay governance and administration, 2) improving transparency and participation, 3) enhancing performance through accountability and 4) laying the grounds for development.

“Barangay officials are expected to be able to define their roles and functions as provided under the Local Government Code of 1991 and discuss the importance of barangay planning and legislation after the training”, he said.

Colasito further said that they will be able also to identify basic principles of community mobilization and discuss the importance of mobilizing citizens’ participation in governance and come up with the Barangay Agenda for Governance and Development (Barangay AGAD) which shall serve as their launching pad for the preparation of their respective Barangay Development Plans (BDP) by the middle of the year.

He informed that 48,290 elected and appointed officials from 4,390 barangays in Region 8 are to be trained under the BNEO Component 2 training program.

Each barangay shall send 11 participants namely: Punong Barangay, seven (7) Kagawads, SK Chairman, Brgy. Secretary and Brgy. Treasurer, Colasito added.
