Caveiro added that
there are only three schools in
Samar given the
program, his school and two other schools located in Calbayog City.
Samar National School
will now have 70 PCs in the classroom. The earlier 20 PCs were given
by the Department of Trade and Industry (DTI) and are used in the TLE
classes.
Mr. Caveiro said that
he has created a Special Education (SPED) and Information and
Communication Technology (ICT) department to manage the set of
computers.
With the additional
PCs, Caveiro is confident that the students’ achievement scores will
improve.
In the past school
year 2005-2006, SNS students scored only 31.56 but with the advent of
Knowledge Channel and the PCs by DTI coupled with the school’s
initiatives, scores rose to 75.5.
Samar National High
School celebrated their centennial anniversary in 2003.
Today, with the PCs
wireless fidelity (Wi-Fi), the challenge for Mr. Caveiro and his 157
teachers to uplift the learning skills of their 4,717 students would
surely be addressed.
Mango, Jatropha
plantations to sprout at Guinsaugon landslide area

Leyte – What used to be a barren and covered with mud, Barangay
Guinsaugon shall rise to become a vast plantation of mangoes and
Jatropha five years from now, as Congressman Roger G. Mercado led the
former residents plant thousands of Jatropha and mango seedlings last
September 2007, this was learned from Congressman Roger G. Mercado of
the Lone District of Southern Leyte said in an interview with
PIA-Maasin City this week.
Congressman Mercado
disclosed that some three thousand Jatropha and two thousand mango
seedlings were planted all over the landslide stricken Barangay
Guinsaugon in St. Bernard that buried a thousand of barangay residents
last February 2006.
He further disclosed
that residents themselves agreed to plant the mentioned seedlings at
the deserted barangay, which they could claim the harvest of jatropha
and mangoes production planted at their respective lots.
The Congressman
anchored his present administration for the development of the
province on three priority programs namely: Tourism, Agriculture and
Environment.
He earlier mentioned
that rehabilitation of the 14,000 hectares – Southern Leyte
Resettlement Project at Hinunangan, which already takes off and that
the development program includes the massive planting of coconut,
coffee, abaca, jatropha, palm trees and fruit trees. Pessimistic with
the expected bountiful production of said trees could warrant for the
establishment of processing plants in the locality in the near future.
While, another
reforestation project initiated by Congressman Mercado, is also in the
offing at Silago forest areas where a people’s organization managed to
undertake the rehabilitation of the sprawling area with hard wood and
fruit trees.
Congressman Mercado
was hopeful that his passion to plant trees would led to the path with
the mission that to create employment, it must be coupled with
agriculture development.
4th Calicoan Surfing
Crown competition up

Samar – More and more tourists are now magnetized to the fantastic
waves of Calicoan, Guiuan, as shown by the number of people who flew
to the white beach for the 4th Eastern Samar Crown Competition,
October 8-10.
Speaking before a host
of local and foreign tourists during the opening ceremonies yesterday,
Mayor Annaliz Kwan expressed her warm welcome as she proudly
enumerated the significant events in the history of her town which are
additional icing to Calicoan as a tourist destination.
She stressed that
Guiuan will always be a part of the country’s history, as she recalled
Magellan’s discovery in 1521. Apparently she proudly cited that the
people of her town had already manifested early signs of becoming
hosts to future tourists when they afforded the Spaniards with lavish
native foods and hospitality.
Today, the people of
Guiuan do not only offer their good manners and hospitable behaviors;
they also share the beautiful nature God has lovingly showered them
with. Their lush and vast splashing waters in Calicoan invites as well
a perfect surfing ground for all.
With the 28 officially
registered competitors from Baler, Quezon, La Union, Daet, Siargao and
Eastern Samar’s, the lady mayor can truly tells herself that the
roaring waves of Calicoan are never the same. The waves that seemed to
hurl angrily the shores may now be a friendly host to surfers.
Asked what makes the
Calicoan surfing ground different from the others, Bryan Lassiter,
President of Eastern Samar’s Surfriders Club said that the ground is
long and wide that surfers have a long array of waves at their peak.
In other grounds, they have to wait for the others to vacate the best
point of the waves.
This years Surfing
Competition has most of the major sponsors: Ubicon System Philippines,
a company from Korea, Philippine Charity Sweepstakes, Philippine
Toursim Authority, Office of the Presidential Assistant for Visayas,
Region 8 Tourism Department, The Surf Camp, Fluid Surf and the Eastern
Samar’s Provincial Government Unit.

Ceremony was fully covered by the provincial and regional media headed

Have used cooking
oil? Throw not, CFC will buy

Leyte – Restaurants, eateries, and fast foods chains here better
take note: instead of just throwing away your oily wastes, why not
keep those and get paid by doing so?
Rudy Sacnahon,
in-charge of Couples for Christ’s (CFC) Tekton livelihood social
ministry, offered this much to owners and operators of food outlets
here who are definitely using cooking oil in their choice menus.
“Please collect your
used cooking oil, do not throw it away, and personnel from CFC will
fetch it and pay you P25 per gallon,” Sacnahon said in a statement
aired over the radio and soon at Cable TV.
He said the collected
used cooking oil will be processed or recycled to become biodiesel to
fuel four-wheel cars and other vehicles.
Sacnahon has been
widely known as the one producing biodiesel for his own vehicle and
other fellow CFC members right after having learned the technology
last year shared by a Maasinhon inventor Rico Cruz, now residing in
Idaho, USA.
Aside from the
monetary motivation in keeping the used cooking oil, Sacnahon urged
restaurant owners that they will also be helping in reducing global
warming, since the fuel derived from liquid, oily wastes were
smoke-free and were proven harmless to the environment.

Military arrests top NPA leader in Biliran

– Communist Terrorist Leader Nicholas Ybanez y Payod alias Botoy or
Junior was arrested on September 30, 2007 at a communist safehouse in
Sitio Kadama, Barangay Lucso-on, Naval, Biliran.
The arrest was made by
the elements of the 19th Infantry (Commando) Battalion led by Lt. Col
Henry L. Bumiltac, PA, newly installed Commanding Officer, in joint
effort with 82nd Military Intelligence Company, 8th Military
Intelligence Battalion.
Arrested Communist
Terrorist Leader (CTL) Nicholas Ybanez Y. Payod who is a native of
Barangay Biliboy, Ormoc City, is the Secretary of Education Department
-Party Branch EXECOM, NLF, EVRPC and the current Team Leader of
Biliran Island White Area Group (BIWAG) of the underground Eastern
Visayas Regional Party Committee, Communist Party of the Philippines.
The said safe house
was used as haven for visiting CT’s coming from the different
provinces of the region for planning purposes before the conduct of
their illegal and violent activities in Leyte and Biliran.
Ybanez was arrested on
the strength of Warrants of Arrest with criminal case no.
R-ORM-07-00066-HC issued by Judge Apolinario M Buaya of RTC Branch 12
of Ormoc City, First Lieutenant Dennis Almorato, the Public
Information Officer of the 19th Infantry Battalion informed.
At the time of the
arrest, Botoy was in the company of Eddie Monticalvo, the safehouse
owner, together with Gerald Monticalvo, Communist Terrorist courier
and resident of Sitio Cabato-an, Bgy Casiongan, Calubian,
Leyte.
Confiscated from the
arrested CT were three (3) .38 Cal Pistol with twelve (12) of live
ammunitions, two (2) Hand Grenades and pages of Yellow Pad Paper with
hand written notes regarding the activities/assessment of Communist
Terrorists in the area.
The arrest is a strong
manifestation of the unit’s tenacity to dismantle the North Leyte
Front by the end of this year.
Lieutenant Colonel
Bumiltac said that this is in line with the military’s thrust to get
Botoy the soonest possible time because he has done more than enough
havoc to the economy and the lives of the people of Leyte and Biliran.
It is about time for
him to be stopped and be made to repay for the violent and terroristic
deed he has done to the peace-loving people.
More ranking NLF
cadres are expected to fall especially with the support the military
is getting from the people who are now disgusted over the terror that
the Communist Terrorists have been sowing for the past 39 years, both
in the cities and the countrysides.
Communist Terrorist
Leader Botoy is the first top ranking Communist Terrorist leader
neutralized during the incumbency of Lt. Col. Bumiltac as the new
commanding officer of the unit.
He is the fifth
ranking NLF and EVRPC committee member who was neutralized this year
by the Commando Troopers, following the neutralization of Antonio
Ramos alias Pingkoy or Mando, Secretary of NLF who was arrested on
February 25; Paterno Opo alias Noble, Loloy, Rex, Laloy, Icot who is
the commanding officer, Front Operational Command codenamed Mount
Amandawin Command, North Leyte Front who was arrested on April 6;
Policarpio Opo alias Memong, the new secretary of White Area
Committee, North Leyte Front who was arrested last 12 April 2007 and
Vincent Borja, the committee member of the Regional White Area
Committee who was arrested last 07 May 2007.
Government forensic
lab authorized to conduct drug testing

– Contrary to statements that only drug testing laboratories which
have been accredited and monitored by the Department of Health, are
the only ones allowed to do drug testing, government forensic
laboratories are authorized by law to conduct the same.
This was the
pronouncement of Police Superintendent Nicandro Canaleja who was guest
during the Harampang Ha PIA media interaction conducted on October 4
at the Philippine Information Agency Regional Office.
Colonel Canaleja said
that section 36 (g) of Republic Act 9165 better known as Dangerous
Drugs Act of 2002 provides that “authorized drug testing shall be done
by any government forensic laboratories or by any drug testing
laboratories accredited and monitored by the Department of Health to
safeguard the quality of the test results.”
The issue on who may
conduct the drug testing is rooted from the fact that the would-be
candidates for the forthcoming synchronized Barangay and Sangguniang
Kabataan elections are required to undergo mandatory drug test.
There have been
allegations that the PNP forensic laboratory is not authorized to
conduct drug testing on the would-be candidates. This is what Col.
Canaleja is trying to clarify because there are several Municipal
election officers who do not accept the results from the forensic
laboratory.
There are at least
170,000 who are expected to run in the forthcoming elections on
October 29, in Region 8 alone. This means that the 32 DOH accredited
will have their hands full.
With the help of a
medical supplier, the PNP forensic lab has been conducting reach out
activities in the various municipalities in the Region. It only
charges P180.00 instead of the more expensive fee which the clients
will pay when they go to drug testing centers.
Col. Canaleja said the
fee is paid to the medical supplier and so the receipt is from the
supplier.
The members of the
media suggested that a dialogue among the forensic lab, the DOH and
the Comelec must be conducted so that the issue will be clarified once
and for all.
