BORONGAN CITY, Eastern Samar  –  More and more tourists are now magnetized to the fantastic waves of Calicoan, Guiuan,  as shown by the number of people who flew to the white beach for the 4th Eastern Samar Crown Competition, October 8-10.

Speaking before a host of local and foreign tourists during the opening ceremonies yesterday, Mayor Annaliz Kwan expressed her warm welcome as she proudly enumerated the significant events in the history of her town which are additional icing to Calicoan as a tourist destination.

She stressed that Guiuan will always be a part of the country’s history, as she recalled Magellan’s discovery in 1521. Apparently she proudly cited that the people of her town had already manifested early signs of becoming hosts to future tourists when they afforded the Spaniards with lavish native foods and hospitality.

Today, the people of Guiuan do not only offer their good manners and hospitable behaviors; they also share the beautiful nature God has lovingly showered them with. Their lush and vast splashing waters in Calicoan invites as well a perfect surfing ground for all.

Asked what makes the Calicoan surfing ground different from the others, Bryan Lassiter, President of Eastern Samar’s Surfriders Club said that the ground is long and wide that surfers have a long array of waves at their peak.  In other grounds, they have to wait for the others to vacate the best point of the waves.

By BONG PEDALINO (PIA Southern Leyte)
October 9, 2007

MAASIN CITY, Southern Leyte  –  Restaurants, eateries, and fast foods chains here better take note:  instead of just throwing away your oily wastes, why not keep those and get paid by doing so?

Rudy Sacnahon, in-charge of Couples for Christ’s (CFC) Tekton livelihood social ministry, offered this much to owners and operators of food outlets here who are definitely using cooking oil in their choice menus.

“Please collect your used cooking oil, do not throw it away, and personnel from CFC will fetch it and pay you P25 per gallon,” Sacnahon said in a statement aired over the radio and soon at Cable TV.

He said the collected used cooking oil will be processed or recycled to become biodiesel to fuel four-wheel cars and other vehicles.

Sacnahon has been widely known as the one producing biodiesel for his own vehicle and other fellow CFC members right after having learned the technology last year shared by a Maasinhon inventor Rico Cruz, now residing in Idaho, USA.

Aside from the monetary motivation in keeping the used cooking oil, Sacnahon urged restaurant owners that they will also be helping in reducing global warming, since the fuel derived from liquid, oily wastes were smoke-free and were proven harmless to the environment.

Interested parties may call telephone numbers 570-8498 at the CFC Mission Center, barangay Mantahan, this city, or at 381-3748 at the residence of Sacnahon at barangay Combado.

Government forensic lab authorized to conduct drug testing

By Philippine Information Agency (PIA 8)
October 8, 2007

TACLOBAN CITY, Leyte  –  Contrary to statements that only drug testing laboratories which have been accredited and monitored by the Department of Health, are the only ones allowed to do drug testing, government forensic laboratories are authorized by law to conduct the same.

This was the pronouncement of Police Superintendent Nicandro Canaleja who was guest during the Harampang Ha PIA media interaction conducted on October 4 at the Philippine Information Agency Regional Office.

Colonel Canaleja said that section 36 (g) of Republic Act 9165 better known as Dangerous Drugs Act of 2002 provides that “authorized drug testing shall be done by any government forensic laboratories or by any drug testing laboratories accredited and monitored by the Department of Health to safeguard the quality of the test results.”

The issue on who may conduct the drug testing is rooted from the fact that the would-be candidates for the forthcoming synchronized Barangay and Sangguniang Kabataan elections are required to undergo mandatory drug test.

There have been allegations that the PNP forensic laboratory is not authorized to conduct drug testing on the would-be candidates. This is what Col. Canaleja is trying to clarify because there are several Municipal election officers who do not accept the results from the forensic laboratory.

There are at least 170,000 who are expected to run in the forthcoming elections on October 29, in Region 8 alone. This means that the 32 DOH accredited will have their hands full.

With the help of a medical supplier, the PNP forensic lab has been conducting reach out activities in the various municipalities in the Region. It only charges P180.00 instead of the more expensive fee which the clients will pay when they go to drug testing centers.

Col. Canaleja said the fee is paid to the medical supplier and so the receipt is from the supplier.

The members of the media suggested that a dialogue among the forensic lab, the DOH and the Comelec must be conducted so that the issue will be clarified once and for all.

Gov. Icot Petilla

Speaking for the first time with the local media since he flew in to the province last week, the governor said, he is much in good health and is ready to return to work for good contrary to earlier speculations he may have to take more months away from his responsibility due to his failing health.

“I’m very much okay. I could have gone back to work earlier if not for my doctors’ advice. In fact, I have all the while been abreast of the goings-on inside the Capitol two days after my operation,” Gov. Petilla told media reporters gathered at the Governor’s Office.

The governor went under a mitral heart valve repair in Cleveland, USA on August 5. He stressed that he was an “ambulatory patient” all through out following his operation which took a total of six hours.

He told media reporters that his comeback would mean that he would just continue his program that has been in place and running since he formally took his oath for his second term as provincial governor last June.

He cited that among these programs currently underway is the ICOT Caravan, which actually started off prior to his operation in August. Already, the medical caravan launched by the governor has already covered 95 percent of the total municipalities in the province in giving free health services and medicines.

Meanwhile, the provincial government, and the province as a whole, according to the governor is gearing up again for this year’s commemoration of the Leyte Gulf Landings.

He said that this year would be momentous again as this Leyte Gulf Landings commemoration would be attended by no less than President Gloria Macapagal-Arroyo and the ambassadors of USA and Japan including other foreign dignitaries.
