Government peace efforts gain ground as 9 former CTG members return to the folds of the law

CAMP LUKBAN, Catbalogan City – The government's peace and reintegration efforts in Eastern Visayas continue to gain momentum as nine former members of the Communist Terrorist Group (CTG) voluntarily abandoned the armed struggle and returned to the folds of the law in Las Navas, Northern Samar.

The former CTG personalities were formally presented before the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of Las Navas on 06 July 2026 at the Municipal Hall. During the activity, they also turned over several firearms, signifying their commitment to leave behind violence and begin a new chapter as peaceful and productive members of society.

Hon. John Philbert S. Tan, Municipal Mayor of Las Navas and Chairperson of the MTF-ELCAC, welcomed the former CTG members and reaffirmed the Local Government Unit's commitment to supporting their reintegration through government assistance programs, including financial aid and sustainable livelihood opportunities. He assured them that the municipality remains steadfast in helping them rebuild their lives alongside their families and communities. 

Initial debriefings revealed that prolonged hardship, dwindling food supplies, and declining morale within the armed movement were among the primary reasons that prompted the former CTG members to abandon the armed struggle. Their decision reflects the worsening condition of the remaining CTG elements and the growing realization that lasting peace and genuine progress can only be achieved through lawful and democratic means.

The 8th Infantry Division attributed the successful reintegration of the former CTG members to the sustained collaboration among the Armed Forces of the Philippines, local government units, law enforcement agencies, and partner stakeholders under the Whole-of-Nation Approach through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Through synchronized security operations, community engagements, and responsive government interventions, more individuals are choosing to reject violence and embrace peaceful reintegration.

"The 8th Infantry Division warmly welcomes our fellow Filipinos who have chosen to abandon the armed struggle and return to the folds of the law. Their decision reflects courage, hope, and a desire to build a better future for themselves and their families. We assure them that the government remains committed to supporting their reintegration through programs that promote healing, livelihood, and lasting peace. To those who remain in the armed movement, our message is clear: it is never too late to choose peace. Lay down your arms, reunite with your loved ones, and become partners with us in building safer and more progressive communities across Eastern Visayas."

The Division emphasized that while government forces remain resolute in pursuing armed groups that continue to threaten the peace and security of communities, equal importance is given to providing every opportunity for those willing to renounce violence and reintegrate into society with dignity.
