Leyte town declares SIPSC, marks significant milestone in peace and development

CAMP LUKBAN, Catbalogan City – The Municipality of Leyte in the province of Leyte has officially been declared under Stable Internal Peace and Security Condition (SIPSC) during the ceremonial declaration held at the Multi-Purpose Hall, Municipal Building, Leyte, Leyte on July 20, 2026.

For years, Leyte was among the municipalities in the province, affected by insurgency, which hampered development initiatives, disrupted local economy, discouraged potential investors and hindered the delivery of basic government services particularly in its Geographically Isolated and Disadvantaged Areas (GIDAs) barangays.

The SIPSC declaration, signals a significant milestone in its transition from an insurgency-affected municipality to a peaceful and development-ready community. The town is now poised to boost economic activities, attract investors and tourists and create livelihood opportunities that will help alleviate the community’s quality of living.

In his message, Leyte Mayor Jed Granados described the declaration as a testament to the collective commitment of the government agencies, security sector and the residents of Leyte in achieving peace.

“Let this not only be a symbol of unity but also a reminder that peace is everyone’s responsibility. Together, let us continue working hand-in-hand for a safer, stronger and more progressive municipality of Leyte. The 8th Infantry “Stormtroopers” Division, Philippine Army expressed that the declaration reflects the success of the government’s sustained collaboration with local stakeholders and peace partners through whole-of-nation approach in addressing insurgency and fostering resilient community.
